This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization, and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development.

The heavy-metal contents of various soil specimens in the urban district of Zhuzhou City are monitored and analyzed. On the basis of standardizing processing of monitoring data, the method of corresponding analysis is taken to divide the types of spatial geographic distribution of heavy-metal pollution of soil in the area nearby industrial pollution source has high content and pollution index of Ca; most of soil is affected by many heavy-metals; paddy field is mainly polluted by Pb. It can provide scientific basis for the defensive ways of heavy-metal pollution of soil of farmland in urban district and for the reasonable utilization and a long-range plan of land.

Sustainable development is a complex and systemic issue. It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongjiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis (PCA) to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process (AHP) method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990–2002, with a turn in 1998, and the development could be sustainable, the status trend was more harmonious in 1999–2002.

The study centers on the necessity, the workflow and the synthetically integrated methods (Principal Component Analysis (PCA), Andytical Hierarchy Process (AHP) and Fuzzy Comprerhensive Evaluation(FCE) of strategic environment assessment (SEA) on land-use planning. The whole article includes three main parts: firstly, some attribute database, graphic-base and the spatial transform matrix, which reflect the change of regional land-use pattern, can be obtained by GIS technique; secondly, adopting fitting method of trend-surface analysis will convert environment monitoring data from scattered spots to regular control spots, based on which we can perform regional environment impact assessment; finally, Changchun Economic and Technological Developmen Zone is chosen as a case study on land-use planning. Through those efforts the results may be obtained as follows: 1) according to transform matrix, the possibility of transformation from one land-use to another can be obtained after the planning is carried out; 2) environment quality would change as a result of the change of land-use pattern; 3) the SEA on land-use plan is an effective tool to make land-use pattern more reasonable.

Modern logistics is a new industry during the construction of national economy. Based on analyzing the environmental problem that was led by the limitation of the strategy during enacting the program of the modern logistics, SEA for modern logistics was implemented. In this paper, procedure and indicator system in the SEA are constructed, and Environmental Check List to identify environmental impact factors of SEA for modern logistics is established. And a conception that indicates friendly degree of logistics system with resources and environment, degree of green, is introduced. With the example of modern logistics program of Dalian in China, two methods are applied, AHP and Fuzzy Comprehensive Evaluation Method, in the implement of SEA for modern logistics development. It is concluded that degree of green of modern logistics in Dalian is high. However, several important factors should be paid much attention to in the SEA for modern logistics as well as in the formulation and implement of modern logistics in Dalian.

The main purpose of this study is to give evaluation of ecological services of Jilin Province, Northeast China. To take this value into decision-making and GDP accounting system is considered to be one of the economic solutions for ecological problems. The evaluation is based on the methods proposed by COSTANZA et al., and some modifications about unit value of forest and cropland system were made according to the real characters of ecosystem, climate, natural conditions etc., in Jilin Province. Total value of ecosystem services is about 554.404×109 yuan (RMB)/a, which is about 4.9 times of GDP of the corresponding period. The results of this study could be used as a fundamental work for the construction of ecological province, which was carried out from 2001, and could provide ecological information for decision-making. Furthermore, the necessities for the further studies on the evaluation of ecological services and natural capital were discussed.
