Everyone's Solution? Defining and Redefining Protected Areas at the Convention on Biological Diversity

For decades, conservationists have remained steadfastly committed to protected areas (PAs) as the best means to conserve biodiversity. Using Collaborative Event Ethnography of the 10 th meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD/CoP), we examine how the PA concept remains hegemonic in conservation policy. We argue that, as a broadening base of actors frame their political objectives through PAs in order to further their agendas, they come together in a discourse coalition. In this coalition, actors do not necessarily have common interests or understandings; rather, it is through dynamic struggles over the meaning of the PA concept and the continual process of reshaping it that actors reproduce its hegemony. In this process, the CBD/CoP disciplines and aligns disparate actors who might otherwise associate with distinct discourse coalitions. As the concept accommodates a wider range of values, PAs are increasingly being asked to do more than conserve biodiversity. They must also sequester carbon, protect ecosystem services, and even promote human rights. These transformations reflect not only changes in how PAs are defined and framed, but also in the realignment of relationships of authority and power in conservation governance in ways that may marginalise traditional conservation actors.

Decentralizing Governance of Agropastoral Systems in Kyrgyzstan: An Assessment of Recent Pasture Reforms

Agropastoral systems in Kyrgyzstan have undergone dramatic change in recent decades. In large part, change has resulted from the introduction of legislation that devolves authority and responsibility for the management of common-pool agropastoral resources to community-level pasture users associations. By applying Ostrom’s principles of common resource governance, this paper analyzes the institutions and norms that currently shape local management practices in rural areas of Naryn Province in Kyrgyzstan and the views of different actors on pasture governance, including points of disagreement. Our research and analysis reveal that the community-initiated and -owned systems of pasture governance that were expected to develop and mature under the new Pasture Law have not yet been entirely realized. Decentralization occurred without the participation or awareness of most local resource users. As a consequence, users are creating and reinforcing their own community-defined practices and internal rules, leaving official management plans largely ignored and unenforced. Resource users tend to perceive the government-sanctioned pasture users associations not as public or democratic organizations that represent their interests, but rather as agencies that aim primarily to control the use of resources, exclude some people from decision-making, or impose taxation. Sustainable management of pasturelands therefore may best be served when community perspectives are more suitably integrated—from the planning phase through to collaborative governance and implementation of locally agreed upon management options.

Observations on Drivers and Dynamics of Environmental Policy Change: Insights from 150 Years of Forest Management in British Columbia

Human and ecological elements of resource management systems co-adapt over time. In this paper, we examine the drivers of change in forest management policy in British Columbia since 1850. We asked: How has a set of system attributes changed over time, and what drivers contributed to change when it occurred? We simultaneously examined a set of three propositions relating to drivers and dynamics of policy change. We find that factors contributing to the level of impacts, like technology, changed substantially over time and had dramatic impacts. In partial contrast, the institutions used to exercise control (patterns of agency and governance) remained the same until relatively recently. Other system attributes remained unchanged (e.g., the concept of ecosystems as stable entities that humans can manage and control). Substantive, decision-relevant uncertainties characterized all periods of management but did not act as a barrier to the adoption of new regimes at any time. Against this backdrop of constancy in some attributes, and change in others, a few exogenous drivers (e.g., technology, war, markets, legal decisions, ideas, and climate) triggered episodic reexamination of guidelines for resource management. The implications of these findings for future policy change in this system are discussed.

Producing Targets for Conservation: Science and Politics at the Tenth Conference of the Parties to the Convention on Biological Diversity

Biodiversity targets were prominent at the Tenth Conference of the Parties to the Convention on Biological Diversity (CBD). Having failed to reach the CBDs 2010 target, delegates debated the nature of targets, details of specific targets, and how to avoid failure in 2020. As part of a group of seventeen researchers conducting a collaborative event ethnography at COP10, we draw on observations made during negotiations of the CBD Strategic Plan and at side events to analyze the production of the 2020 targets. Once adopted, targets become “naturalized,” detached from the negotiations that produced them. Drawing on insights from science and technology studies, we analyze the interaction of science and politics during negotiations and discuss what targets do within the CBD and the broader global conservation governance network.

Climate change and biodiversity conservation: impacts, adaptation strategies and future research directions

The impacts of climate change pose fundamental challenges for current approaches to biodiversity conservation. Changing temperature and precipitation regimes will interact with existing drivers such as habitat loss to influence species distributions despite their protection within reserve boundaries. In this report we summarize a suite of current adaptation proposals for conservation, and highlight some key issues to be resolved.

Entangled judgments: Expert preferences for adapting biodiversity conservation to climate change

A major challenge facing conservation experts is how to adapt biodiversity planning and practice to the impacts of climate change. To date, most commonly advocated adaptation actions mirror conventional approaches (e.g. protected areas) despite decades of concern regarding their efficacy and widespread discussion of less conventional, interventionist actions. This survey of 160 experts (scientists and practitioners with specialized knowledge of the implications of climate change for biodiversity conservation) seeks to explain this deep incongruity. Specifically, we quantify current preferences for a diverse set of adaptation actions, and examine the choice logics that underpin them. We find near unanimous agreement in principle with the need for extensive active management and restoration interventions given climate change. However, when interventionist actions are provided as options alongside conventional actions, experts overwhelming prefer the latter. Four hypotheses, developed by linking the conservation adaptation literature with that of preference formation and risk and decision making, explore enduring preferences for conventional actions. They are (1) judged most ecologically effective, least risky and best understood; (2) linked with pro-ecological worldviews, marked by positive affective feelings, and an aversion to the hubris of managing nature; (3) a function of trust in biodiversity governance; and/or (4) driven by demographic factors such as gender. Overall, we find that experts prefer conventional over unconventional actions because they are viewed as relatively more effective and less risky from an ecological point of view, and because they are linked with positive affect ratings, and worldviews that are strongly pro-ecological. We discuss the roles of value-based and affective cues in shaping policy outcomes for adaptation specifically, and sustainable resource management more broadly.

Climate change impacts, conservation and protected values: Understanding promotion, ambivalence and resistance to policy change at the world conservation congress

The impacts of climate change imply substantive changes to current conservation policy frameworks. Debating and formulating the details of these changes was central to the agenda of the Fourth World Conservation Congress (WCC) of the International Union for Conservation of Nature (IUCN). In this paper, we document the promotion of, and resistance to, various proposals related to revising conservation policy given climate impacts as they unfolded at this key policy-setting event. Our analysis finds that, during one-on-one interviews, many experts acknowledged the need for new policy means (including increased interventions) and revised policy objectives given anticipations of habitat and species loss. However, this same pattern and the implied willingness to consider more controversial strategies were less evident at public speaking events at the WCC. Rather, active avoidance of contentious topics was observed in public settings. This resulted in the reinforcement (not revision) of conventional policy means and objectives at this meeting. We suggest that this observation can at least partly be explained by the fact that the difficult trade-offs (species for species or land base for land base) implied by nascent proposals severely violate prevailing value-based conservation commitments and so understandable resistance to change is observed.

Barriers to the development of forest carbon offsetting: Insights from British Columbia, Canada

In recent years, the provision of economic incentives through carbon financing and carbon offsetting has been central to efforts at forest carbon mitigation. However, notwithstanding their potentially important roles in climate policy, forest carbon offsets face numerous barriers which have limited widespread implementation worldwide. This paper uses the case study of the Canadian province of British Columbia to explore the barriers associated with achieving widespread implementation of forest carbon offsets in the next several decades. Drawing on interviews with experts from government, non-governmental organizations, the private sector and First Nations, six main barriers are identified and discussed: (1) deficiencies of carbon markets, (2) limited economic benefits, (3) uncertain climate effectiveness, (4) negative public opinion, (5) limited and uncertain property rights, and (6) governance issues. While respondents from different sectors agreed on various points, divergence was also observed, notably on the trade-off between generating environmentally sound offsets and promoting cost-effective ways to achieve mitigation. We discuss these differences in the context of the goals and objectives of different actors, and offer insights for understanding the uptake (or not) of carbon offset policies.

A cognitive approach to the post-Soviet Central Asian pasture puzzle: new data from Kyrgyzstan

Despite internationally recognized definitions, there remains debate over what constitutes ‘actual’ degradation in various agro-pastoral contexts. This contention is especially pronounced in post-Soviet Central Asia. In this paper, we report on new interview data from the post-Soviet Kyrgyz Republic. These data evidence greater diversity of local perceptions of pasture degradation than previously reported. We then demonstrate how considering the role of well-documented aspects of human cognition demystifies the otherwise puzzling inconsistency in local pasture degradation narratives. We conclude by reflecting on the implications of this analytical approach for management.

Social preferences for adaptation measures to conserve Australian birds threatened by climate change

Debate about climate change adaptation for biodiversity, and the ethics and consequences of assisted colonization in particular, has polarized professional opinion but the views of the wider community are unknown. We tested four hypotheses about the acceptability of adaptation strategies among a sample of the Australian general public using a combination of direct questions and a choice experiment. We found that () among the % who wanted extinction avoided, increased in situ management of wild populations was preferred to captive breeding or assisted colonization, () preferences for adaptation strategies were not explained by gender, income, education or knowledge about birds, () genetically distinctive taxa were not actively preferred, () . % of respondents were content for conservation managers to make decisions about strategies rather than local communities or the general public. The results provide Australian policy makers with a mandate to bolster efforts to retain existing populations but suggest that assisted colonization and captive breeding could be accepted if essential.
