To use renewable energy has been emphasized because being exhausted fossil fuel and fluctuation and increase petroleum price. The rural area needs to be collectivization and concentration of renewable energy plant for use renewable energy effectively due to the area of the rural village is small. So we needs to optimize the location of renewable energy plant. Growing economies of scale and becomes easier to manage because of change in the being regions. Thus, for economical and efficient use of energy is to optimize the location of the plant. The purpose of this study developing a system that decide most suitable location of the energy plant whether investigate the energy production latency amount and amount used of the village based on country unit.

This research was focused on the new model and its utility value of environmental friendly backhouse that overcomes the weaknesses of traditional backhouse and modem backhouse. To develop the model, the characteristics, merits and demerits of backhouses and the effectives of additional materials were analyzed and the study result of Rhee etc.(2005) is based. The design drawing of an ecological backhouse was presented considering the sanitation, environment, economy, and utility among the merits of existing backhouses and it`s product showed. The new designed model is considered to conveniences in modern toilet and staff is used instead to water as it is suitable for additional material of night-soil. This product was established at farm house and it`s utility was proved. And a farmer easily are able to make this backhouse according it`s design drawing.

As the price of traditional fossil fuels continue to increase, more people attach importance to the pollution of the environment caused by fossil fuel`s burning, developing and using renewable energy resources has become a very important project all over the world. Also, the rural energy planning which is another method to improve energy utilization ratio and reduce environment pollution, is also regarded as a very effective way to reduce the energy consumption. There is a quantity of renewable energy resources and natural tribes in rural area, which is both feasible to develop the renewable energy and the regional energy planning. To carry out this, it is needs to know the area`s quantity of renewable energy resources and the total energy consumption. This paper is to find out the relationship between rural energy consumption and rural conditions, and to found a energy consumption model which can conjecture the energy consumption in rural family. and the cost of rural family`s energy consumption was founded to conjecture how much money dose it cost in rural family`s energy consumption. The energy consumption model was concluded using the surveys of 76 families in 14 villages at the area of Chungcheongbuk-Do(province). The main factors to energy consumption was selected out which were number of family members, acreage of house, acreage of farmland and family`s annual income.
