The Strategies of Railway Facility Charging Toward A Railway Competitive Market

This study focuses on developing railway facility charging scheme and more understanding of its corresponding regulations, which is to be utilized as a principal guideline toward a railway competitive market in future. European countries where railway competition is already in place have referred as case studies. The study first defined what the railway facility charges are based upon a spatial concept, railway networks with links and nodes. There are two types of charging: first is on railway tracks which are identical to links, and another at stations which are identical to nodes, such that the railway facility charges become a summation of track charges and station charges covering all the railway networks. Next, we have identified what the objectives of imposing track and station charges are, including factors being able to reflect each objective. 6 objectives are proposed as for the track charges, and 3 objectives as for the station charges. The factors found are accordingly belonged to the objectives. In the end, relevant regulations are compared with the European regime to diagnose what further requirements or/and principals have to be guided into them. In summary, both charging scheme and the direction of regulation updates can be utilized in setting an appropriate charging scheme and corresponding regulations to ensure fair competitions.

Economic Feasibility of An Extra Stop Need at Kimpo Metro Station of AREX Express Trains

AREX (Incheon Airport Railway Express) operates trains between Seoul and Incheon Airport. One type of trains stops on every 10 stations, and another only on the two end-stations which called an Express train. The passengers traveled on express trains are very small since there are only two stops, Seoul and Incheon Airport Stations. The passengers of express trains will be more attracted if the express train stops on the intermediate stops (Gimpo station) since Line #9 and Line #5 are connected to from Gangnam. An on-board survey was conducted to predict the potential demand in case the express train stops at the Gimpo station. Further the costs required to improve platforms of the station were estimated to figure out the economic feasibility against the demand increases. It analyzed 938 increases for the case of intermediate stopping on the same travel time condition and 1,299 increases for the case of extra stop with decreased travel time. The study concluded the latter case appears desirable in the stance of long-term while both cases are economically feasible.

A Study on Improvement of Demand Estimation in Urban Railway through Segmentations of Station Influence Areas

Accurate demand estimating process in the construction of urban railway is very important, and precise validation is required. Existing model formula in the 4 phase model is limited in the estimation of the demand the administrative boundary-based zone system reflects no spatial railway demand characteristics around railway stations. The purpose of this study is improving the accuracy of urban rail demand estimation through segmentations of station influence areas and modal split characteristics within the areas. According to the case analysis, it is possible to set up the ststion influence area with a radius of 500m in the urban region and 1,000m in the suburban. And eastablishing proper segmentations of the ststion influence area shows more accurate results to the real demand of railway stations.

High Speed Rail Station Distric Using Entropy Model Study to Estimate the Trip Distribution

High-speed rail after the opening and continue to increase the demand of high-speed rail, Have the speed of competitive advantage compared too the means of transportation. The opening of these high-speed rail has led to changes of the move, the company`s position, and the spatial structure of the population of reorganization, such as the social, economic, transportation. In this study, survey data using the High Speed Rail Station EMME/2 of the program to take advantage of the 2-Dimentional Blancing trip distribution to investigate the passage through the trip distribution by the estimation of the parameters of the model to estimate the distribution of the means of access and high-speed rail station to reproduce and Analysis of the results by means of access parameters () autos 0.0395, buses 0.0390, subway 0.0650, taxi 0.0415, the frequency distribution (Trip Length Frequency Distribution: TLFD) were analyzed survey data value model with the results of comparing cars analysis and model values similar survey data 0.909 bus 0.923, subway 0.745 to 0.922, taxi, F test P value analysis is smaller than 0.05 at the 95% confidence level as a note that was judged to have been. Trip frequency distribution analysis, but in the future, set the unit to 5km-trip frequency distribution middle zone Units from small zone units (administrative district) segmentation research is needed, and can reflect the trip distance 0~5 km interval combined function to take advantage of the gravity model and the 3-Dimentional Blancing applied research is needed to be considered.

Development of Mode Choice Model and Applications Considering Connectivity of Express Way

Until now, in planning and constructing KTX and the Express Way, the connectivity and transfer between these facilities have not been considered. In this study the effect of mode choice behavior by connecting KTX and the Express Way is analyzed through estimating Multinomial Logit Model and Binary Logit Model. The SP and RP surveys to develop these models were carried out and the data were selected from the passengers using the KTX station, Express Bus Terminals and Rest Areas in the Express Way. To test the effect of connectivity and transfer in the field, the case study for Dongtan KTX station was carried out. According to the results, connecting the KTX station and the Express Way has the effect of increasing the demand by 30%. And this is caused by saving about 120 minutes of traveling time from Seoul to Pusan. This study shows that the connectivity and transfer can increase the efficiency of transportation system and the improvement in the mobility and accessibility will maximize the usages of these two facilities.

A Study on the Weekday HOV-Lane Policy on Kyoungbu Expressway in Korea

HOV-lane policy is well known as a way of alleviating urban traffic problems. The government of Korea is expecting to solve the metropolitan traffic problems in the southern part of the Seoul Metropolitan Area in short period by introducing the HOV-lane policy on a segment of Kyoungbu expressway. This study estimates the effectiveness of the weekday HOV-lane policy. This study analyzes the data collected during both the a.m. and p.m. peak periods. In the study, there are three measures of effectiveness for the HOV lane policy. They include the travel speed on the HOV lane, the movement of passengers, and travel cost including travel time and fuel consumption. The study results are as follows. Firstly, the average travel speed can be increased. Secondly, the total number of passengers can be increased. Finally, the travel cost can be decreased. As a conclusion, the introduction of the weekday HOV-lane policy can be effective as a way of solving metropolitan traffic problems. For the success of the HOV-lane policy, there should be some other measures. They include the expansion of metropolitan bus lines, the improvement of bus operating system, and the improvement of transfer facilities.
