The Economics of Renewable Energy Expansion in Rural Sub-Saharan Africa

Accelerating development in Sub-Saharan Africa will require massive expansion of access to electricity -- currently reaching only about one-third of households. This paper explores how essential economic development might be reconciled with the need to keep carbon emissions in check. The authors develop a geographically explicit framework and use spatial modeling and cost estimates from recent engineering studies to determine where stand-alone renewable energy generation is a cost effective alternative to centralized grid supply. The results suggest that decentralized renewable energy will likely play an important role in expanding rural energy access. But it will be the lowest cost option for a minority of households in Africa, even when likely cost reductions over the next 20 years are considered. Decentralized renewables are competitive mostly in remote and rural areas, while grid connected supply dominates denser areas where the majority of households reside. These findings underscore the need to de-carbonize the fuel mix for centralized power generation as it expands in Africa.

Sea-Level Rise and Storm Surges : A Comparative Analysis of Impacts in Developing Countries

An increase in sea surface temperature is evident at all latitudes and in all oceans. The current understanding is that ocean warming plays a major role in intensified cyclone activity and heightened storm surges. The vulnerability of coastlines to intensified storm surges can be ascertained by overlaying Geographic Information System information with data on land, population density, agriculture, urban extent, major cities, wetlands, and gross domestic product for inundation zones likely to experience more intense storms and a 1 meter sea-level rise. The results show severe impacts are likely to be limited to a relatively small number of countries and a cluster of large cities at the low end of the international income distribution.

Sea-Level Rise and Storm Surges: High Stakes for a Small Number of Developing Countries

As the climate changes during the 21st century, larger cyclonic storm surges and growing populations may collide in disasters of unprecedented size. As conditions worsen, variations in coastal morphology will magnify the effects in some areas, while largely insulating others. In this article, we explore the implications for 31 developing countries and 393 of their cyclone-vulnerable coastal cities with populations greater than 100,000. Combining the most recent scientific and demographic information, we estimate the future impact of climate change on storm surges that will strike coastal populations, economies, and ecosystems. We focus on the distribution of heightened impacts, because we believe that greater knowledge of their probable variation will be useful for local and national planners, as well as international donors. Our results suggest gross inequality in the heightened impact of future disasters, with 50% of the burden falling on the residents of 10 Asian cities and over 40% falling on Manila, Karachi, and Jakarta alone. In light of these huge asymmetries, we believe that careful targeting of international assistance will be essential for the effective and equitable allocation of resources for coastal protection and disaster prevention.

Climate Change and the Future Impacts of Storm-Surge Disasters in Developing Countries

Sampling Nomads: A New Technique for Remote, Hard-to-Reach, and Mobile Populations

Abstract Livestock are an important component of rural livelihoods in developing countries, but data about this source of income and wealth are difficult to collect due to the nomadic and seminomadic nature of many pastoralist populations. Most household surveys exclude those without permanent dwellings, leading to undercoverage. In this study, we explore the use of a random geographic cluster sample (RGCS) as an alternative to the household-based sample. In this design, points are randomly selected and all eligible respondents found inside circles drawn around the selected points are interviewed. This approach should eliminate undercoverage of mobile populations. We present results of an RGCS survey with a total sample size of 784 households to measure livestock ownership in the Afar region of Ethiopia in 2012. We explore the RGCS data quality relative to a recent household survey, and discuss the implementation challenges.

Up in smoke ? agricultural commercialization, rising food prices and stunting in Malawi

Diversification into high-value cash crops among smallholders has been propagated as a strategy to improve welfare in rural areas. However, the extent to which cash crop production spurs projected gains remains an under-researched question, especially in the context of market imperfections leading to non-separable production and consumption decisions, and price shocks to staple crops that might be displaced on the farm by cash crops. This study is a contribution to the long-standing debate on the links between commercialization and nutrition. It uses nationally-representative household survey data from Malawi, and estimates the effect of household adoption of an export crop, namely tobacco, on child height-for-age z-scores. Given the endogenous nature of household tobacco adoption, the analysis relies on instrumental variable regressions, and isolates the causal effect by comparing impact estimates informed by two unique samples of children that differ in their exposure to an exogenous domestic staple food price shock during the early child development window (from conception through two years of age). The analysis finds that household tobacco production in the year of or the year after child birth, combined with exposure to an exogenous domestic staple food price shock, lowers the child height-for-age z-score by 1.27, implying a 70-percent drop in z-score. The negative effect is, however, not statistically significant among children who were not exposed to the same shock. The results put emphasis on the food insecurity and malnutrition risks materializing at times of high food prices, which might have disproportionately adverse effects on uninsured cash crop producers.

On the Determinants of Low Productivity in Maize Farming in Uganda: The Role of Markets, Fertilizer Use and Gender

African governments and international development groups see boosting productivity on smallholder farms as a key way to reduce rural poverty and safeguard the food security of non-farming households. Prompting smallholder farmers to use more fertilizer has been a key tactic. Closing the productivity gap between male and female farmers has been another avenue toward achieving the same goal. Our results suggest the two are related. We find that fertilizer use and maize yields among smallholder farmers in Uganda are increased by improved access to markets and extension services, and reduced by ex-ante risk-mitigating production decisions. However, we find that the gender productivity gap, significant in OLS regression results, disappears when gender is included in a list of determinants meant to capture the indirect effects of market and extension access. Consistent with observed risk mitigation production choices, the research confirms the important consequences of unexpected weather outcomes on yields.

Second-Stage Sampling for Conflict Areas: Methods and Implications

The collection of survey data from war zones or other unstable security situations is vulnerable to error because conflict often limits the implementation options. Although there are elevated risks throughout the process, this paper focuses specifically on challenges to frame construction and sample selection. The paper uses simulations based on data from the Mogadishu High Frequency Survey Pilot to examine the implications of the choice of second-stage selection methodology on bias and variance. Among the other findings, the simulations show the bias introduced by a random walk design leads to the underestimation of the poverty headcount by more than 10 percent. The paper also discusses the experience of the authors in the time required and technical complexity of the associated back-office preparation work and weight calculations for each method. Finally, as the simulations assume perfect implementation of the design, the paper also discusses practicality, including the ease of implementation and options for remote verification, and outlines areas for future research and pilot testing.
