Does more knowledge about the European Union lead to a stronger European identity? A comparative research among adolescents in 21 European member states.

Strengthening European identity is often considered as one of the mechanisms to address the perceived lack of legitimacy of the European Union (EU). In this study we test the explanatory power of cognitive mobilization for the development of European identity (more knowledge about the EU leads to a stronger European identity) and we challenge this model by the inclusion of both an economic utilitarian explanation for European identity (benefiting more from EU integration leads to a stronger European identity) and a political trust approach (having more political trust leads to a stronger European identity). The multilevel regression analysis on the International Civic and Citizenship Education Study 2009 data, which is collected among adolescents in 21 member states, shows that knowledge about the EU has a significant but limited effect on European identity. Personal economic benefits because of EU membership and having trust in national political institutions, in contrast, are more important determinants for the development of European identity.

Opportunities to Learn about Europe at School. A Comparative Analysis among European Adolescents in 21 European Member States.

In this article, we investigate the relationship between different learning methods and the formation of European identity among adolescents. The analysis is based on the European module of the International Civic and Citizenship Education Study (2009), with 70,502 respondents in 21 European member states. The results show that offering opportunities for cognitive learning is more strongly related to European identity than social learning opportunities, i.e. opportunities for interactions with citizens from other European Union member states. The occurrence of an interaction effect between cognitive and social learning strategies, however, suggests that jointly offering both learning strategies can be considered the most effective tool for the formation of a European identity. The multilevel analysis reveals the impact of a more Eurosceptic climate on the country level, suggesting that living in a Eurosceptic member state is related to a weaker European identity among adolescents. We close with some observations on how curricula can contribute to a strengthening of European identity.

The effect of political trust and trust in European citizens on European identity

In the literature, two approaches toward the development of a European identity can be distinguished. Society-based approaches assume that the most important foundation for the development of a European identity is trust toward other European citizens as this allows Europeans to identify with the European Union as a community of citizens and values. The institutional approach, on the other hand, assumes that a shared European identity is predominantly based on trust in political institutions. In this paper, we use the results of the IntUne Mass Survey 2009 ( n =16,613 in 16 EU member states) to test the relationship between social and political trust on the one hand, and European identity on the other. The results suggest that trust in other European citizens is positively associated with European identity, but trust in the European political institutions has a stronger relation with European identity. This could imply that efforts to strengthen European identity cannot just rely on a bottom-up approach, but should also pay attention to the effectiveness and the visibility of the EU institutions and the way they are being perceived by European citizens.
