Knowledge Based Economy: The Role of Expert Diaspora

Diasporas stand out as an economic or cultural avant-garde of transformation. This is especially true for academic and other intellectual Diaspora communities, because science and knowledge creation are global enterprises. Proclivity of knowledge workers to move in order to improve and absorb transnational knowledge through Diaspora networks might be an essential quality of an emerging national economy of a developing country. The article treats the role of expert Diaspora in knowledge based economy, innovation and talent management. Besides presenting the essentials of knowledge based economy and innovation, it discusses the role of expert Diaspora in science, technology and innovation (STI) capacity building. Also, the article emphasizes the importance of leadership for talent and its implications for Diaspora. Using WEF statistics, it illustrates negative consequences of the sad policy of “Chaseaway the brightest and the best” for innovative capacity, competitiveness, and prosperity of nations.

Celovito obvladovanje kakovosti pri izvajanju nalog lokalne skupnosti: primer predšolske vzgoje

V prispevku predstavljamo izziv vzpostavitve trdnega upravljavskega okvira izvajanja nalog lokalne skupnosti. Na osnovi predpostavke, da je vzpostavitev celovitega obvladovanja kakovosti za napredek tega podrocja kljucnega pomena, smo se pri odkrivanju priložnosti za izboljsanje naslonili na skupni ocenjevalni okvir CAF. Raziskava obravnava podrocje vzgoje in izobraževanja. Osrednje raziskovalno vprasanje je, kako odgovorni v lokalnih skupnostih za predsolsko vzgojo poznajo in razumejo odgovornost obcinskih uprav za uspesno izvajanje nalog iz njihovih pristojnosti. Raziskava je v metodoloskem smislu pokazala, da je z uporabo ustrezno oblikovanih vprasalnikov upostevajoc model CAF v lokalnih skupnostih mogoce odkriti kljucne priložnosti za izboljsanje upravljanja z nalogami v pristojnosti obcine. Rezultati raziskave na podrocju predsolske vzgoje kažejo, da obcinske uprave dobro obvladujejo financno podrocje in se pri nacrtovanju osredotocajo predvsem na investicijski (prostorski) vidik. Kot kljucna priložnost za izboljsanje se je izkazalo obvladovanje kakovosti. Odkrite priložnosti za izboljsanje izkazujejo potrebo po nadaljnji teoreticni obdelavi problema, ki bo osnova za prakticne usmeritve v obliki dobrih praks in prenos znanja v prakso.

Ein Optimierungsmodell für die Spanplattenproduktion und die Verarbeitung von Holzresten in Slowenien

Mit dem Modell wird der Deckungsbeitrag von vier slowenischen Spanplattenherstellern maximiert. Der Deckungsbeitrag wird als Differenz zwischen den Ertragen aus dem Verkauf der Erzeugnisse und den variablen Kosten fur die Beschaffung des Rohholzes, abhangig von der Bezugsquelle und den Kosten fur den Transport zur Verarbeitungsstelle, ermittelt. Aus der Analyse des Modells (1700 Variablen und 800 Bedingungen) geht hervor, das der wirtschaftliche Erfolg der Spanplattenproduktion durch das von der Standortverteilung der Ressourcen abhangige Produktionsvolumen bedingt wird.

Model of Optimization of Wood Waste Processing in Slovenia

Processing of wood waste produced in sawmills and of timber which is too small for woodworking purposes is an important activity of primary timber industry in Slovenia, both from economical and ecological points of view (manufacture of particle boards and fiberboards, pulp production). The economic aspect of wood waste processing concerns the need for efficient operation of processing facilities above a profitability threshold. And the ecological aspect refers to ecological soundness of products and the environmental strain produced by processing technologies and resulting products. Closing down of non-profitable wood waste processing facilities, on the other hand, would only lead to additional problems connected with transportation and processing. The optimization model discussed in the following approaches the problems of wood waste processing from the above perspective.
