Open data for e-government the Greek case

Over the last years, the need to improve the service of public administration, has put at the center of the discussion the opening of government data to the public. The open data concern an emerging technology that is supported a lot by the scientific community and of particular interest for businesses and citizens. In this work, we shall seek the opportunities and benefits of open government data. We will also present the initiatives of the Greek government and the case study on the field of internal organization of the public administration.

Ontology development to support the Open Public data - The Greek case

The experience today from the application of E-government, shows significant benefits on the timing and quality of services provided to the public. However, important steps must be taken to improve services at the level of back-office which target to further evolution of the system. In this area, we intend to consider the perspectives of innovative knowledge management systems that provide personalized services to public agencies through the implementation of linked open government data. For this reason, an attempt is made to transpose the relevant experience from existing solutions in the private sector, in terms of the public sector.

Rdf serialization from JSON data: The case of JSON data in Diavgeia.gov.gr

The continuous increase in the volume of open data and the transition to the next generation of connected data web requires the development of methodologies and tools to exploit the already published data. The most important open data providers publish their data in JSON format. In this paper, we present the main features of JSON data compared with those of JSON LD data and their capabilities. We also present, RDF triples production methodologies from JSON and JSON-LD data as infrastructure to support the linked open data. For this reason, we propose a related algorithm and its implementation in programming environment, and we are testing this on open data retrieved by the Greek open data repository. Finally we present the case of RDF triples production with the help of relevant tools.

Open data triplification: The case of the greek open public data

In this paper we present issues concerning the implementation of associated open data of public character. A prerequisite for the connection of open data is the previous semantic annotation of data stored in open data flies such as those found in form, .XLS, .CSV and JSON. For this reason, we deal with the first part of the procedure concerning the clean-up of the source file and production RDF triples thereafter. For its implementation we use the RDF extension of Google Refine and to visualize the results we use Protegé 4.3.

In recent years it is globally recorded that there is an increased demand of citizens for greater transparency of operations and accountability of governments to the public. The means to achieve this requirement are the IT technologies through the development of appropriate applications. The reproduction of information has taken massive proportions resulting to the insufficiency of the traditional methods and knowledge management tools. Towards the development of smart applications Internet search and knowledge management, we present in this work related technologies focusing on ontologies.

A Semantic Approach for Representing and Querying Business Processes

As business information is getting more and more difficult to manage, business entities are increasingly adopting business process management practices and tools, providing new models and techniques for process-related information management. In parallel, semantic web technologies are emerging, which are capable of providing methodologies and tools to represent and process the semantic content of business processes. Applying semantic web technologies in business process management can enhance process understanding and can facilitate querying for pertinent process information. This chapter discusses the challenges and benefits associated with the coupling of semantic technologies with business process management and describes a methodology for representing the semantic content of the BPMN specification in the form of ontology. Moreover, it explores query mechanisms for conventional and semantics-based querying of business models.

Public Sector has a wide range of information to share. However, there is lack of interoperability in the information exchange between organizations due to the different terminologies and techniques adopted by business entities. Combining Semantic technologies with Management Information Systems is a growing research area. Business Process Management Notation is a good practice for examining these fields. In this work, we develop a business process model of a real-life scenario in a semantic representation and define the generic semantic concepts using the Business Process Management Notation.

Personalization as a means to improve e-services

The e-Government policy seems to have established itself among citizens and businesses. A critical issue is developing innovative tools for improving services, mainly with regards to the back-office. This will have a positive effect on the image of the front-office. In this paper, we present personalization as a service and propose a means for improving personalization of electronic public services provided by e-governance.
