Model for Road Traffic CO2 Emissions Control by Means of Tradable Permits

The chapter summarizes the theoretical aspects of tradable permits, compares tradable permits and tax schemes and explains options of initial allocation systems of tradable permits as well as the baseline issues. Fuel demand elasticity theory and empirical studies, as the basis for tradable permits price assessment, are summarized. A model for road traffic emissions control by means of tradable permits is presented for the case of Slovenia. The model considers the application of an electronic information system supporting a tradable permits scheme for fuel, based on a free of charge annual fund of tradable permits (different for individual motor road vehicle categories). The average fuel price increases caused by tradable permits for fuel (CO2 emissions) for the assumed 5, 10, 20, and 30% annual reductions in fuel consumption, are calculated. The opportunities and threats of the potential introduction of tradable permits for fuel at the micro- and macro-economic level are assessed.

Cruise passengers’ expenditures: The case of port of Koper

Cruise passengers’ expenditures in the city ports are an important economic incentive for local tourism and related industry sectors. A complex evaluation of the volume and structure of cruise passengers’ expenditures contributes to further development of the tourism and travel-related services, generates an increase of cruise passengers’ expenditures and enriches the cruise tourist industry as a whole. This theoretically and practically studied topic is of crucial importance for the further adequate development of the cruise port tourist services supply, which serves to the overall satisfaction of the cruise passengers. This article focuses on cruise passengers’ expenditures in the Port of Koper. The results highlight that gender, nationality, experience regarding the transport services and motives for disembark have statistically significant effect on cruise passenger expenditures.
