Forschung mit Big Data – die europäische Perspektive

The article examines the impact that legislative developments in the European Union have had, still have and are continuing to have on cross-border access to microdata for research purposes. Therefore, we describe two competing aims: the tension between the ambitions of the EU to create a European Research Area within which research communities gain access to and share data across national boundaries; and the desire within the EU to establish a harmonious legislative framework that provides protection from the misuse of personal information. We attempt to examine which new developments at the EU level will have an impact upon research plans and the challenges researchers face when analysing big data.ZusammenfassungIm vorliegenden Beitrag wird auf den Einfluss eingegangen, den gesetzliche Entwicklungen in der Europäischen Union (EU) auf den grenzüberschreitenden Zugang zu Mikrodaten für die Forschung in der Vergangenheit hatten, immer noch haben und zukünftig haben könnten. In diesem Zusammenhang werden zwei Fliehkräfte beschrieben: zum einen die Ambitionen der EU, einen Europäischen Forschungsraum zu entwickeln, in dem für die Forschungsgemeinschaft der Zugang zu und das gemeinsame Nutzen von Daten über die Staatsgrenzen ermöglicht wird; zum anderen die Hoffnung, innerhalb der EU einen harmonisierte Gesetzesrahmen zu schaffen, der gegen den Missbrauch persönlicher Informationen schützt. Wir gehen im vorliegenden Beitrag den Fragen nach, welche neuen Entwicklungen auf EU-Ebene Einflüsse auf Forschungspläne haben könnten und welche Schwierigkeiten sich gerade bei der Anwendung von Big Data abzeichnen.AbstractThe article examines the impact that legislative developments in the European Union have had, still have and are continuing to have on cross-border access to microdata for research purposes.
