Global environmental consequences of tourism

Abstract In 2000, almost 700 million international tourist arrivals were counted worldwide. Even though a global activity of this scale can be assumed to have a substantial impact on the environment, its consequences have never been assessed and quantified. In this contribution, five major aspects of the leisure-related alteration of the environment are investigated: (1) the change of land cover and land use, (2) the use of energy and its associated impacts, (3) the exchange of biota over geographical barriers and the extinction of wild species, (4) the exchange and dispersion of diseases, and (5), a psychological consequence of travel, the changes in the perception and the understanding of the environment initiated by travel.

Ecotourism: a means to safeguard biodiversity and ecosystem functions?

This paper argues that, at present, ecotourism can contribute to safeguard biodiversity and ecosystem functions in developing countries, even though meeting the requirements for ecotourism is extremely difficult. A cost-benefit analysis of those ecosystems richest in species diversity, i.e. tropical rainforests, leads to the conclusion that non-use values often outweigh the values of conventional uses (clear-cutting, pasture, etc.), but are hardly considered in development decisions. Therefore, tourism and its high direct use value can play an important role as an incentive for protection. As tourism causes significant emissions, e.g. by flying, the concept of Environmental Damage Costs is introduced and integrated into the calculations. Further, international tourism development is analyzed and related to protection goals. Visitation rates of sensitive areas need to be limited; education, management, and control measures have to be integrated; and the proportion of money captured from tourists has to be increased. In the long run, tourism needs to undergo substantial changes.

Ecological footprint analysis as a tool to assess tourism sustainability.

This article has the aim to provide a methodological framework for the calculation of ecological footprints related to leisure tourism. Based on the example of the Seychelles, it reveals the statistical obstacles that have to be overcome in the calculation process and discusses the strengths and weaknesses of such an approach. As many tropical island-states depend heavily on foreign exchange earnings derived from visitors arriving by air, special attention is paid to the use of energy associated with air travel. Furthermore, implications of the findings for national greenhouse inventories are discussed. Finally, as the Seychelles have safeguarded a wide range of ecosystems in protected areas, which are for their existence ultimately dependent on financial resources derived from tourism, the question is raised if long-distance travel can be a means to safeguard biodiversity

Can tourism deliver its 'aspirational' greenhouse gas emission reduction targets?

This review paper examines the greenhouse gas (GHG) emission reduction targets postulated by a range of organizations seeking to reduce the consequences of global climate change and how, or if, the global tourism sector can achieve its share of those targets. It takes both existing estimates of current tourism GHG emissions and emissions projected in a business-as-usual scenario through to 2035 and contrasts them with the “aspirational” emission reduction targets proclaimed by the sector. Analysis reveals that with current high-growth emission trends in tourism, the sector could become a major global source of GHGs in the future if other economic sectors achieve significant emission reductions. Success in achieving emission reductions in tourism is found to be largely dependent on major policy and practice changes in air travel, and stated tourism emission reduction targets do not appear feasible without volumetric changes considering the limited technical emission reduction potential currently projected for the aviation sector. The opportunities and challenges associated with a shift towards a low-carbon global economy are anticipated to transform tourism globally and in all respects. Much greater consideration and dissemination of these issues is required to inform future tourism development and travel decisions.

Voluntary Carbon Offsetting Schemes for Aviation: Efficiency, Credibility and Sustainable Tourism

Tourism is becoming increasingly dependent on air transport. Recent scientific work has pointed out the significant and growing contribution of air transport to greenhouse gas (GHG) emissions. Obligations to reduce GHG emissions under the Kyoto Protocol and post-Kyoto instruments might make transport more expensive or even restricted in the future. This paper examines these questions and the issues raised by the increasing number of organisations offering voluntary carbon offsetting schemes as a means of compensating for emissions of GHGs, mostly from transport, which could help to stabilise or reduce emissions. There are substantial differences between the approaches chosen by these organisations in terms of their calculation of emissions, compensation measures, price levels, company structures and evaluation processes. The paper discusses these differences and their consequences for the efficiency and credibility of voluntary carbon offsetting schemes. Within this increasingly contested area, there is general agreement that increased clarity and regulation is required.

‘It Does Not Harm the Environment!’ An Analysis of Industry Discourses on Tourism, Air Travel and the Environment

While a substantial part of the population in Europe seems well informed about the phenomenon of climate change, uncertainty seems to prevail in terms of its seriousness, its consequences for society and action that needs to be taken in order to prevent ‘dangerous interference with the climate system’. Many people seem to believe that there is no scientific consensus about climate change and that individual behavioural change is irrelevant in the face of uncertainty. Such a ‘psychology of denial’ seems particularly strong in the context of air travel, the fastest growing transport sector. This paper seeks to understand this phenomenon by analysing the discourses surrounding air travel. Four major industry discourses are identified: air travel is energy efficient and accounts only for marginal emissions of CO2; air travel is economically and socially too important to be restricted; fuel use is constantly minimized and new technology will solve the problem, and air travel is treated unfairly in comparison to other means of transport. The validity of these claims is evaluated based on data and material presented in the scientific literature. Results show that there are substantial gaps between the discourses and the reality of aviations environmental performance, which might partially explain the controversial understanding of air travel and its environmental consequences among the public.

Sustainable tourism development in developing countries: some aspects of energy-use

Tourism has, in recent years, received increasing attention as a low-impact, non-consumptive development option, in particular for developing countries. This positive view contrasts with the fact that major parts of the tourist industry have remained harmful to the environment and that some aspects, like the use of energy and its global consequences have virtually been excluded from the discussion on sustainable tourism development. In this article, the evolution of tourism paradigms is reviewed with a focus on developing countries. It is shown that tourism has become of prime economic importance for many developing countries, in particular small island states. However, as the cash income generated by tourism is mainly derived from visitors coming from industrialised countries, who have to rely on air travel to arrive at their destination, the issue of energy use is analysed from an ecological perspective. It is shown that the tourism-related use of fossil fuels is significant and has detrimental environmental consequences. Afforestation programmes are discussed as a strategy to overcome the negative effects associated with the emission of greenhouse gases. Overall, it is claimed that energy use is an issue that urgently needs to be integrated into the discourse on sustainable tourism development.

Tourist perceptions of climate change: a study of international tourists in Zanzibar

A study was conducted in Zanzibar, Tanzania, in order to understand tourist perceptions of climate change, the importance of climate for travel decisions, and the likely consequences of ongoing climate change for travel decisions. The results show that climatic characteristics of destinations are important, though not the only factor shaping travel decisions. Under a scenario of climate change, certain climate variables, such as more rain, storms, and higher humidity are also likely to negatively influence travel decisions, rather than higher temperatures alone, which are not necessarily perceived as negative. Regarding the contribution of travel to climate change, the study reveals that leisure tourists in Zanzibar are largely unaware of their impact on the natural environment, while the analysis of stated travel behaviour shows that they frequently travel by air. Overall, the results indicate that travel flows might change in more complex ways than currently assumed, and that a small share of high-intensity air travellers is responsible for a considerable environmental impact in terms of climate change.

The Future of Tourism: Can Tourism Growth and Climate Policy be Reconciled? A Climate Change Mitigation Perspective

Abstract Tourism is an increasingly significant contributor to greenhouse gas (GHG) emissions. Emissions growth in the sector is in substantial conflict with global climate policy goals that seek to mitigate climate change through significant emission reductions. This article discusses the role of various tourism sub-sectors in generating emissions, and technical and management options in reducing these. It concludes that given observed and anticipated emission growth rates, technology and management will not be sufficient to achieve even modest absolute emission reductions in the sector, pointing to the key role of social and behavioural change in realizing climatically sustainable tourism. The article also discusses some of the systemic barriers that have to be overcome in order for tourism to comply with post-Kyoto Protocol global mitigation frameworks. The article concludes that radical change will be needed to reconcile the holiday and business travel demands of a growing world population with the climate policy targets of the international community, specifically restricting anthropogenic global warming to less than 2°C.
