Architecture for Monitoring Urban Infrastructure and Analysis Method for a Smart-Safe City

City is a complicated system with several kinds of lifeline infrastructure such as water, electricity, and gas system as the basic element. The safety of city lifeline systems has characteristics of complex network, multiple areas, numerous operation parameters, and chain reaction. The Internet of Things technology used in monitoring city lifeline can effectively help people to acquire the concerned data that can be used to analyze the operation safety status, and even respond to disasters. This paper studies the general architecture of monitoring typical lifeline systems, identifies the key parameters and proposed the systematic safety analysis methodologies.

Study of Emergency Management Information System for Hydropower Project

The China Three Gorges Project is the most important hydropower project nationwide. The safety and security of the project, both within construction phase and operation phase, benefits to national strategic interests. The hydropower project might encounter with natural disaster and manmade incident, such as earthquake, landslide, flood, fire, explosion, terrorism, etc. Emergency management information system (EMIS) should be established to enhance emergency management capability, which could provide science and technology support such as dynamical monitoring of significant hazard, risk evaluation, emergency response, etc. In this paper, EMIS design and some key technologies of the system is discussed. The process and business requirement of the system is analyzed. The technical structure and system function are designed. Finally, three key technologies are described: event chain technology, plan chain technology, online consultation technology.

Integrate Computational Models in IDSS for Emergency Management

This paper presents a method to integrate computational models in emergency intelligent decision support system (IDSS) for more scientific and effective loss prevention and disaster manipulation. Various computational models that support disaster evolution forecast, impact analysis on infrastructure and human as well as rescue actions are integrated in this IDSS. Moreover, the pertinency between original disaster and secondary disasters are modeled using disaster chain theory. To achieve effective emergency response, not only should we react to the original disaster in a comprehensive way, but also prepare for and control various secondary disasters according to its disaster chain. With the integration of computational models involved in emergency management, the IDSS is capable of providing sequential analysis of emergency situations and presenting suggestions on preparing against the next possible disaster in advance.
