Germany: The Public-Private Dichotomy in the Bismarckian Welfare Regime

The German welfare state has undergone fundamental reforms over the past three decades. Since the early 1980s, various governments changed the programmatic contours of German social policies. Beyond the question of how various national governments could push through these reforms under the conditions of federalism, divided government (“joint-decision trap”; Scharpf 1988, 2006), corporatism, and increasing party competition, this chapter focuses on the changing contours of the public-private mix in health and pension policies. The argument of this chapter is that privatization, understood as a “risk shift” (Hacker 2004, 2006), has taken place in the German welfare state. However, because this welfare state was, and largely remains, a highly interwoven social insurance state in which the state and social partners (for example, labor and business organizations) coincidentally finance and regulate important welfare programs, these reforms do not imply that the federal government lost its prominent role in social policy. Rather, the national government still strongly regulates benefits, contributions, and other programmatic features of public and private social policies.

Die nordischen Demokratien

Die vergleichende politikwissenschaftliche Literatur weist die nordischen Demokratien oft als besonderen Typus demokratischer Politik aus: sie seien eine spezifische Ausdrucksform »konsensualer Demokratien« (vgl. Arter 2006, Lijphart 1999). Gesellschaftlicher und politischer Konsens sowie Pragmatismus im parteipolitischen Wettbewerb seien ebenso charakteristisch fur die nordischen Demokratien, wie die Einbeziehung breiter gesellschaftlicher Interessen in den politischen Entscheidungsprozess. Dass in den meisten nordischen Landern die Sozialdemokratie uber die gesamte Nachkriegsperiode die dominante politische Kraft war bzw. noch ist, lasst viele Beobachter zudem argumentieren, dass Konsens, gesellschaftliche Inklusion und Pragmatismus zu einem grosen Teil mit sozialdemokratischer Dominanz in Zusammenhang stunden.

Jenseits "Dritter Wege" : Die Sozialdemokratie im Parteienwettbewerb - ein europäischer Vergleich

Zusammenfassung Die Sozialdemokratische Partei Deutschlands ist in der Krise. Ein vergleichender Blick zeigt aber auch, dass in Kontinental- und Nordeuropa sozialdemokratische Parteien stetig an elektoralem Ruckhalt einbusen. In diesem Beitrag wird argumentiert, dass die Krise der deutschen und europaischen Sozialdemokratie auch eine Krise der klassischen Volksparteien ist. Erfolg und Misserfolg der Sozialdemokratie an der Wahlurne wird von langfristigen gesellschaftlichen Veranderungen, kurzfristig-programmatischen Entwicklungen sowie den institutionellen Rahmenbedingungen des Parteienwettbewerbs beeinflusst. Fallanalysen fur sozialdemokratische Parteien aus Schweden, Grosbritannien und den Niederlanden zeigen, welche Ressourcen und Einschrankungen der jeweilige Parteienwettbewerb jenseits programmatischer „Dritter Wege“ fur die Sozialdemokratie darstellt. Der bundesdeutsche Parteienwettbewerb ist eine besondere Herausforderung fur die SPD. Neben programmatischen Neujustierungen drangen sich daher koalitionsstrategische Uberlegungen fur die SPD auf. A Comparative Perspective Abstract The German Social Democratic Party is in crisis. A comparative perspective, however, shows that social democratic parties in Northern and Central Europe steadily decline electorally. This paper argues that the crisis of European social democracy mirrors the crisis of contemporary catch-all parties. The electoral success of social democratic parties depends on long-term social changes, short-term programmatic readjustments and the institutional frame of national party competition. Case studies covering social democratic parties in Sweden, UK, and the Netherlands provide evidence for the resources as well as limitations national patterns of party competition impose on social democratic parties beyond their “Third Ways” programmatic readjustments. The German pattern of party competition is a particular challenge for the SPD. Besides programmatic readjustments, the SPD is challenged to decide on future coalitions.
