Legislation and Counselors: Do You See the Pendulum Swing?.

Thomas J. Sweeney; Marie C. Shafe

1Thomas J. Sweeney, President, Association for Counselor Education and Supervision and Professor and Director, School of Applied Behavioral Sciences and Educational Leadership, Ohio University. Marie C. Shafe, Assistant Professor, Ohio University. The proverbial pendulum is swinging toward counseling and guidance services once again. Federal legislation, recently passed or under consideration, will make the National Defense Education Act of 1958 potentially insignificant by comparison. The Education Amendments of 1976 (Public Law 94-482) have that capability already if fully funded. There are some substantial differences between the resources and expectations of the 1950’s and the 1960’s and the present time.
