The most recent reports on the supply and demand for seafarers suggest that there is an increasing lack of officers for the expanding worlds merchant fleet. With a focus on Brazil, this paper discusses a particular seafaring labour market highlighting specific challenges that need to be overcome. The paper looks into the current condition of the imbalance in Brazilian seafaring labour market as well as the prospects for merchant marine officers from the only two maritime schools in the country. Key issues on demand forecast and supply expectation, policy amendment, promoting maritime career, sea career commitment and maritime career empowerment are discussed to illustrate possible means to overcome the imbalance.

Nachdem im Februar 2002 der seinerzeitige US-Verteidigungsminister Donald Rumsfeld im Rahmen einer Pressekonferenz das oben zitierte Konzept der „known knowns“, „known unknowns“ und „unknown unknowns“ fur seine Erorterungen nutzte, musste er sich im Anschluss viel Hame und Spott gefallen lassen. Die Videoaufnahmen der Rede erlangten Kultstatus im Internet und die „Plain English Campaign“ verlieh den Ausfuhrungen sogar die wenig schmeichelhafte Auszeichnung „Foot in the mouth“ (Soames 2003). Doch bei genauerer Betrachtung zeigt sich, dass die Auserung Rumsfelds durchaus Sinn ergibt und auch keineswegs ein neues Konzept darstellt (Logan 2009). So lassen sich beispielsweise Bezuge zur entscheidungstheoretischen Abgrenzung zwischen Situationen der Gewissheit, des Risikos und der Ungewissheit herstellen. Im Folgenden wird, nach einer Ubersicht uber grundlegende Aspekte der Personalentwicklung, dargestellt, welche Implikationen die Anwendung des known/unknown Schemas auf die Personalentwicklung hat.
