Conservation of farmland birds faces different challenges in Western and Central-Eastern Europe

Abstract. Birds are commonly used as an example of the strongly declining farmland biodiversity in Europe. The populations of many species have been shown to suffer from intensification of management, reduction of landscape heterogeneity, and habitat loss and fragmentation. These conditions particularly dominate farmland in the economically well developed countries of Western Europe. Currently, the farmland environment in Central-Eastern Europe is generally more extensive than in Western Europe and a larger proportion of people still live in rural areas; thus generating different conditions for birds living in agricultural areas. Furthermore, the quasi-subsistence farming in much of Central-Eastern Europe has resulted in agricultural landscapes that are generally more complex than those in Western Europe. To protect declining bird populations living in farmland, detailed knowledge on both species and communities is necessary. However, due to scientific tradition and availability of funding, the majority of studies have been carried out in Western Europe. In consequence this provokes a question: are findings obtained in western conditions useful to identify the fate of farmland bird biodiversity in Central-Eastern Europe? Therefore, the major goal of this paper is to highlight some local and regional differences in biodiversity patterns within EU farmland by comparing intensive agricultural landscapes with more extensive ones. More specifically, we aim to outline differences in agricultural landscapes and land use history in the two regions, use farmland birds to provide examples of the differences in species dynamics and species-habitat interactions between the two regions, and discuss possible social and ecological drivers of the differences in the context of biodiversity conservation. Factors governing spatio-temporal dynamics of farmland bird populations may differ in intensive and extensive landscapes as illustrated here using the Grey Partridge Perdix perdix and the Red-backed Shrike Lanius collurio as examples. The unevenness of farmland bird studies distribution across Europe was also presented. We call for more emphasis on pluralism in furthering both pan-European research on farmland bird ecology and conservation strategies. We also highlight some features specific to Central-Eastern Europe that merit consideration for the more efficient conservation of farmland birds and farmland biodiversity across Europe.

The effect of fish and aquatic habitat complexity on amphibians

Fish introductions are considered one of the most widespread anthropogenic threats to aquatic ecosystems. Their negative impact on native amphibian communities has received increasing attention in recent years. We investigated the relationship between the introduced fish, emergent vegetation cover and native amphibians in man-made ponds generated by regulation and dam building along the Târnava Mare Valley (Romania) during the last 40 years. We inventoried amphibians and fish inhabiting 85 permanent ponds and estimated habitat complexity focusing on emergent vegetation cover. Four amphibian species were found to be negatively associated with the presence of predatory fish. Species richness of ponds without fish and ponds without predatory fish did not differ significantly, whereas ponds containing only predatory fish had significantly lower amphibian richness. A significant positive relationship was found between the emergent vegetation cover and pond occupancy of six amphibian species and amphibian species richness. As a management recommendation, we suggest the restriction of fish introductions to non predatory fish and the maintenance of high emergent vegetation cover in the ponds.

Integrating rural development and biodiversity conservation in Central Romania

SUMMARY Unlike most parts of the European Union (EU), Southern Transylvania (Central Romania) is characterized by an exceptionally high level of farmland biodiversity. This results from traditional small-scale farming methods that have maintained extensive areas of high nature value farmland. Following the post-socialist transition, Southern Transylvania faces serious challenges such as under-employment and rural population decline, which put traditional farming at risk. With Romania’s accession to the EU in 2007, Southern Transylvania became part of a complex multi-level governance system that in principle provides mechanisms to balance biodiversity conservation and rural development. To this end, the most important instruments are the ‘Natura 2000’ network of protected areas and EU rural development policy. Structured questionnaires and semi-structured interviews with town hall representatives from 30 villages in Southern Transylvania and local EU experts revealed that EU policies are often poorly aligned with local conditions. To date, the implementation of EU rural development policy is strongly focused on economic development, with biodiversity conservation being of little concern. Moreover, relevant EU funding opportunities are poorly communicated. Bridging organizations should be strengthened to foster the implementation of a rural development strategy that integrates local needs and biodiversity conservation.

Comparing three body condition indices in amphibians: a case study of yellow-bellied toad Bombina variegata

Body condition is important because it is correlated with population and habitat quality parameters. Since the direct measurements are either lethal or unreliable, a wide range of non-lethal body condition indices has been proposed. The aim of our study was to apply and compare three body condition indices (Fultons index, relative body condition mass index and residual index) using body size indicator - body mass data for 24 populations of the yellow bellied toad (Bombina variegata). The condition index should be independent of body size indicator, in this case snout vent length (SVL). Therefore we tested all three indices for the statistical independence of SVL and for the normality of distribution. Fultons index violated the independence assumption, whereas the relative body condition mass index did not have a normal distribution. Residual index was found both independent of SVL and normally distributed. Moreover, the residual index highlighted biological significant differences on the basis of altitude and season. Our results recommend the residual index as a useful tool in amphibian monitoring and conservation.

The importance of ecosystem services for rural inhabitants in a changing cultural landscape in Romania

Many traditional cultural landscapes evolved as coupled social-ecological systems. It is important to understand how such systems navigate novel challenges posed by globalization. To address this issue, we bring together two components of a pilot study carried out in a cultural landscape from Central Romania. The region was affected by major social and economic perturbations in the past century, affecting ethnic composition, community cohesion, land property regimes, and the management of common resources. The first component of our study investigated how rural inhabitants appreciated ecosystem services through questionnaires with 98 people in 30 villages. The second component aimed to assess the perception of people about ongoing changes in their communities through semistructured interviews with 50 people in 5 villages. Rural inhabitants particularly valued provisioning ecosystem services such as firewood, water, and crops, but also healthy soils. Rural communities were characterized by a number of social and economic issues, especially individualism, lack of trust, corruption, and poverty. People from communities with many initiatives, e.g., NGOs, associations, and active individuals, were more optimistic regarding the future of their communities than people from villages with few or no initiatives. A major challenge for cultural landscapes such as those in Central Romania is to find new, meaningful ways to keep the social and ecological systems connected. Otherwise there is a risk that (short-term) socioeconomic interests may impair the provisioning of important ecosystem services.

A holistic approach to studying social-ecological systems and its application to southern Transylvania

2. Global change presents risks and opportunities for social-ecological systems worldwide. Key 3. challenges for sustainability science are to identify plausible future changes in social-ecological 4. systems, and find ways to reach socially and environmentally desirable conditions. In this context, 5. regional-scale studies are important, but to date, many such studies have focused on a narrow set of 6. issues or applied a narrow set of tools. Here, we present a holistic approach to work through the 7. complexity posed by cross-scale interactions, spatial heterogeneity and multiple uncertainties 8. facing regional social-ecological systems. Our approach is spatially explicit and involves 9. assessments of (i) social conditions and natural capital bundles, (ii) social-ecological system 10. dynamics, and (iii) current development trends. The resulting understanding are, in turn, used in 11. combination with scenario planning to map how current development trends may be amplified or 12. dampened in the future. We illustrate our approach via a detailed case study in Southern 13. Transylvania, Romania – one of Europe’s most significant biocultural refugia. Our goal was to 14. understand current social-ecological dynamics and assess risks and opportunities for sustainable 15. development. Our findings show that historical events have strongly shaped current conditions and Ecology and Society ES-2014-6915 (Version 3 of ES-2013-6448) 2 16. current development trends in Southern Transylvania. Moreover, although external drivers (including 17. EU policies) set the general direction of regional development trajectories, local factors – 18. including education, leadership and the presence of bridging organizations – can enhance or 19. counteract their effects. Our holistic approach was useful for generating an in-depth understanding 20. of a regional social-ecological system, and could be transferred to other parts of the world. 21.

Species, habitats, society: an evaluation of research supporting EU's Natura 2000 network.

The Natura 2000 network is regarded as one of the conservation success stories in the global effort to protect biodiversity. However, significant challenges remain in Natura 2000 implementation, owing to its rapid expansion, and lack of a coherent vision for its future. Scientific research is critical for identifying conservation priorities, setting management goals, and reconciling biodiversity protection and society in the complex political European landscape. Thus, there is an urgent need for a comprehensive evaluation of published Natura 2000 research to highlight prevalent research themes, disciplinary approaches, and spatial entities. We conducted a systematic review of 572 scientific articles and conference proceedings focused on Natura 2000 research, published between 1996 and 2014. We grouped these articles into ‘ecological’ and ‘social and policy’ categories. Using a novel application of network analysis of article keywords, we found that Natura 2000 research forms a cohesive small-world network, owing to the emphasis on ecological research (79% of studies, with a strong focus on spatial conservation planning), and the underrepresentation of studies addressing ‘social and policy’ issues (typically focused on environmental impact assessment, multi-level governance, agri-environment policy, and ecosystem services valuation). ‘Ecological’ and ‘social and policy’ research shared only general concepts (e.g., Natura 2000, Habitats Directive) suggesting a disconnection between these disciplines. The UK and the Mediterranean basin countries dominated Natura 2000 research, and there was a weak correlation between number of studies and proportion of national territory protected. Approximately 40% of ‘social and policy’ research and 26% of ‘ecological’ studies highlighted negative implications of Natura 2000, while 21% of studies found positive social and biodiversity effects. We emphasize the need for designing inter- and transdisciplinary research in order to promote a social-ecological understanding of Natura 2000, and advance EU conservation policies.

Seasonal variation in the diet of a population of Hyla arborea from Romania

We examined the diet of Hyla arborea over its entire activity period (March to late September, 2004), and analysed a total of 585 adult samples. From the stomach contents we identified plant remains, shed-skin fragments, and animals. We identified a total of 2976 prey items, almost all of which originated from the terrestrial environment. Adult araneans and coleopterans were the most abundant prey items in the diet of the studied tree frogs. Some of the prey items become abundant in certain parts of the year (e.g. Homoptera, Lepidoptera larvae, Trichoptera). The dietary diversity index is high and exhibits seasonal changes. During the period of study an important seasonal change was observed in feeding intensity and in the type of consumed prey. Our results show that Hyla arborea has a broad dietary diversity which was expected as a consequence of exploiting the habitat both vertically and horizontally, possibly allowing access to a broader spectrum of prey.

The Conservation Value of Traditional Rural Landscapes: The Case of Woodpeckers in Transylvania, Romania.

Land use change is a major threat to global biodiversity. Forest species face the dual threats of deforestation and intensification of forest management. In regions where forests are under threat, rural landscapes that retain structural components of mature forests potentially provide valuable additional habitat for some forest species. Here, we illustrate the habitat value of traditional wood pastures for a woodpecker assemblage of six species in southern Transylvania, Romania. Wood pastures are created by long-term stable silvo-pastoral management practices, and are composed of open grassland with scattered large, old trees. Because of their demanding habitat requirements, woodpeckers share habitat with many other bird species, and have been considered as possible indicator species for bird species diversity. We first compared woodpecker assemblages between forests and wood pastures. Second, we grouped features of wood pastures into three spatial contexts and addressed how these features related to the occurrence of three woodpecker species that are formally protected. Woodpecker species composition, but not the number of species, differed between forests and wood pastures, with the green woodpecker occurring more commonly in wood pastures, and the lesser spotted woodpecker more commonly in forests. Within wood pastures, the intermediate context (especially surrounding forest cover) best explained the presence of the grey-headed and middle spotted woodpecker. By contrast, variables describing local vegetation structure and characteristics of the surrounding landscape did not affect woodpecker occurrence in wood pastures. In contrast to many other parts of Europe, in which several species of woodpeckers have declined, the traditional rural landscape of Transylvania continues to provide habitat for several woodpecker species, both in forests and wood pastures. Given the apparent habitat value of wood pastures for woodpeckers we recommend wood pastures be explicitly considered in relevant policies of the European Union, namely the Habitats Directive and the EU Common Agricultural Policy.

Farmed Areas Predict the Distribution of Amphibian Ponds in a Traditional Rural Landscape

Background Traditional rural landscapes of Eastern Europe are undergoing major changes due to agricultural intensification, land abandonment, change in agricultural practices and infrastructural development. Small man-made ponds are important yet vulnerable components of rural landscapes. Despite their important role for biodiversity, these ponds tend to be excluded from conservation strategies. Methodology/Findings Our study was conducted in a traditional rural landscape in Eastern Europe. The aim of this study is twofold: (i) to model the distribution of four major man-made pond types and (ii) to present the importance of man-made ponds for the endangered Yellow Bellied Toad (Bombina variegata) and the Common Toad (Bufo bufo). Six environmental variables were used to model pond distribution: Corine landcover, the heterogeneity of the landcover, slope, road distance, distance to closest village and the human population density. Land cover heterogeneity was the most important driver for the distribution of fishponds. Areas used for agriculture with significant areas of natural vegetation were the most important predictors for the distribution of temporary ponds. In addition, areas covered by transitional woodland and scrub were important for the open cattle ponds. Bombina variegata was found predominantly in the temporary ponds (e.g. ponds created by cattle and buffalo, dirt road ponds and concrete ponds created for livestock drinking) and Bufo bufo in fishponds. Conclusions/Significance Our Maxent models revealed that the highest probability of occurrence for amphibian ponds was in areas used as farmland. The traditional farming practices combined with a low level of infrastructure development produces a large number of amphibian ponds. The challenge is to harmonize economic development and the maintenance of high densities of ponds in these traditional rural landscapes.
