The paper addresses the issue of ex-ante evaluation of e-government projects. Many methodologies have been developed in the last 15 years in order to support such evaluations, but we still know very little about the impact of these evaluations on the success rate of e-government projects. The research conducted on the Slovenian public administration and presented in this paper fills in the gap between theoretical and empirical research in this area. Using the methodology of partial least squares, a model of indicators was developed and tested in the Slovenian e-government environment. It was proven that ex-ante evaluation of e-government projects has an impact on the success of these projects --28% of the variance in success can be explained by ex-ante evaluation.

Methodologies for evaluation of e-government policies do not provide enough valuable information to policy makers in conducting quality planning of e-government initiatives. Consequently, user acceptance of e-government services is below government anticipations, while the expected effects in terms of reducing costs and increasing the effectiveness of public administration are still in early stages. Paper presents an overview of existing methodologies for evaluation of e-government policies, identifies characteristics of recent evaluations and conceptualizes a theoretical framework for their comparative analysis. Analysis of more than 50 evaluation methodologies offers an insight into the current evaluation practice, enables detection of its deficiencies as well as their mitigation and could facilitate a significant contribution to more evidence-based evaluation of e-government policies.

This paper presents comparative review of existent (inter-)national approaches to e-government projects evaluation with the stress on intangible/hidden costs and public value dimension which are the two components usually missed out in traditional investments evaluation methods (e.g., net present value, cost/benefit analysis, return on investment). Based on the literature review and weaknesses identified through comparative review, the authors developed models for ex-ante and ex-post evaluation of e-government projects for Slovenian public administration. The models were developed together with representatives of Ministry of Public Administration.
