Barriers in creating Regional Business Spatial Community

The article describes the obstacles that may arise during the planning phase of the project - Regional Business Spatial Community. The authors are working on a project to prepare RBSC. It involves creating a community around a selected GIS (Geographic Information System) software available in Cloud Technology. In the design of the project, the participants should be all the entities responsible for creating the infrastructure of the region. After conducting preliminary discussions with potential participants, the authors paid attention to the barriers and problems that threaten the planned project. Therefore, in the course of the study they drew attention to the mentioned aspect. The study identifies four groups of barriers: organizational, psychological, technological and financial. The authors also conducted empirical research to identify the most significant barriers to the creation of RBSC. The study involved five institutions providing utilities (gas, water, internet, TV) to the residents of the city. The results showed that the most significant barriers are organizational and psychological aspects. Slightly less importance is attributed to technological and financial barriers.

Identification of mental barriers in the implementation of cloud computing in the SMEs in Poland

Cloud computing is an emerging new computing paradigm designed to deliver numerous computing services through networked media such as the Internet. This solution offers many possibilities that did not exist before for all enterprises but especially for small and medium sized companies, which very often cannot afford for huge investments in contemporary IT solutions. The aim of the paper is an attempt of barriers identification especially mental barriers of managers which hinder making decision concerning implementation of cloud computing in small and medium sized companies in Poland. In the paper the notion of cloud computing was presented as well as benefits in the aspects of: technical, financial, organizational ones and barriers of cloud computing adoption. Next the results of research conducted in Polish SMEs companies were presented. The research showed that the biggest mental barriers perceived by managers concern lack of trust, incomplete knowledge about cloud computing and not perceiving necessity of changes in currently used IT model.

The Role of E-Government Tools in the Business Activation of Regions

In the contemporary economy the more and more greater role is played by state and local government institutions. Offices of public administration not only create law, but more and more often become initiators of the different type of investments undertaken on the ground of their jurisdiction. Often neighbouring administrative units begin to compete between themselves in gaining of investments and resources for the purpose of its own development. In the functionality of mentioned offices the greater role is performed by IT systems building the architecture of a given unit, clearly expressed among other things in the idea of intelligent city. Applied by offices of public administration IT systems are more often opened for suppliants creating e-government tools [1]. In this paper was presented the role of e-government tools in the business activation of the region on the basis of IT systems made available by Czestochowa Municipal Office. The review of potential directions of the e-government tools usage in different areas of social-economic life of the city will be presented

The Role of Spatial Decision Support System in Regional Business Spatial Community

Decision support systems are tools that extend the functionality of management information systems. Similarly, spatial decision support systems (SDSS) enhance the capabilities of geographic information systems (GIS) with analytical modelling capabilities and support processes of spatial decision making. SDSS offer many kinds of spatial analyses, from processing data (as well spatial as other data residing in databases), do intelligent maps and models of different types of phenomena. Regional Busines Spatial Community (RBSC) is the concept of community gathering units responsible for building infrastructure networks and supplying utilities for citizens of a region.The authors try to create the community on the basis of companies and institutions from the territory of the City of Częstochowa. A commonality of all the aforementioned stakeholders is to be the possibility to participate in the shared SDSS with the purpose of planning infrastructure investments on the territory of the city. This paper aims to examine the functionality of accessible GIS and to indicate how they can be enhanced with analytical modeling capabilities for the needs of the considered community.
