Distance learning, electronic learning and mobile learning offer methods, which decrease the limitations of traditional education. This paper discusses the existing devices and technologies appropriate to realise mobile learning. Mobile learning as new stage of distance and e-learning is also examined.

Abstract The paper examines an evaluation of mobile learning system named FLAGMAN developed in the University of Ruse, Bulgaria. The system supports foreign languages learning using mobile devices (Personal Digital Assistants, smart phones or wireless laptops). All learning materials and system interface are in seven languages–English, German, French, Spanish, Portuguese, Greek and Bulgarian. For evaluation of the system is used investigation method. A questionnaire which consists of 35 questions divided in seven sections was developed. The first section contains questions about personal background of the user, while the next ones contains questions about technical feasibility, didactic efficiency, cost effectiveness, user friendliness, device and courseware used, and comments. The evaluation of the system is made during its trials in the British Hellenic College in Athens, Greece, in the International College, Dobrich, Bulgaria and in the University of Ruse, Bulgaria. 214 users (students and university lectures) are asked to fill in the questionnaire after using the system. The analysis of results of the evaluation shows that the mobile learning system is technical feasible, didactic effective and user friendly.

This paper describes a methodology for mobile devices characteristics recognition. The proposed main stages are: analysis, selection, program realisation, implementation and evaluation. The basic activities for each stage are determined. The methods which can be used for mobile device recognition are examined. The proposed methodology is used successfully during the development of a system for mobile foreign language learning.

The paper presents an investigation of the users text reading speed on mobile devices. For this purpose specialised software was developed and used. A comparison with the text reading speeds when is used a paper, personal computer and mobile device screen is made. The obtained results are compared with those of similar investigations. The appropriate conclusions are made.

The paper introduces a blueprint for system that automates and facilitates the process of medico-legal exams and inquests. The system responsibilities are to mediate the communication between institutions and forensic doctors and to organize, store and archive tasks and data based on the legal regulations. Currently in Bulgaria and the Balkans there is no fully computerized solution which is the main reason for this paper. The system would allow examiners to focus on the actual medical work and not on the paper work. Key advantages of the system are the automation in the process, the communication with external systems and participants, the dynamic modelling of the processes and the security model that would keep patient privacy and data integrity.

The paper examines the implementation of mobile Flash based module designed to test the speed of reading text on the mobile device screen. This module will be a part of a system for human-computer interaction investigation on mobile devices. A classification of existing methods for visualization of textual information is made. The main characteristics of the module are justified and its realisation is described.

The paper discuss how to modify the Database of the e-Learning platform eLSe in order to achieve conformity with SCORM specifications. This conformity will make the learning content reusable and will enable exchange of courses between eLSe and existing learning management systems (LMS) and content management systems (CMS).
