Greenland as a self-governing sub-national territory in international relations: past, current and future perspectives

Greenland was used by the US as a platform and as an extended arm within its security and foreign policy during the World War II and the cold war. After this things changed, although Greenland remained important in Danish-US relations under the umbrella of NATO. Nowadays, the geostrategic position of Greenland between North America and Europe is gaining fresh prominence in the race for natural resources in the Arctic. Many issues arise from the prospective opening of the Arctic, all of which may have fateful impacts on future development in the region. Climate change, claims related to the extension of the continental shelf, exploitation and exploration of natural resources, together with the protection of indigenous peoples are all current issues that must be taken into consideration in the context of security and foreign policy formation in Greenland. The future of the Thule Air Base is also relevant. This article reviews developments from the World War II to the present regarding international relations from a Greenlandic perspective. As a self-governing sub-national territory within the realm of Denmark, Greenland does not have the ultimate decision-making power within foreign and security policy. The new Self-Government Act of 2009, however, gives Greenland some room for manoeuvre in this respect.

Arctic Shipping and Risks: Emergency Categories and Response Capacities

The sea ice in the Arctic has shrunk significantly in the last decades. The transport pattern has as a result partly changed with more traffic in remote areas. This change may influence on the risk pattern. The critical factors are harsh weather, ice conditions, remoteness and vulnerability of nature. In this paper, we look into the risk of accidents in Atlantic Arctic based on previous ship accidents and the changes in maritime activity. The risk has to be assessed to ensure a proper level of emergency response. The consequences of incidents depend on the incident type, scale and location. As accidents are rare, there are limited statistics available for Arctic maritime accidents. Hence, this study offers a qualitative analysis and an expert‐based risk assessment. Politics of Sustainability in the Arctic: A Research Agenda

The concept of sustainability has become central in arctic politics. However, there is little agreement on what ‘sustainable’ means. For different actors (governments, indigenous people, NGOs, etc.) the concept implies different sets of opportunities and precautions. Sustainability, therefore, is a much more fundamental idea to be further elaborated depending on contexts than a definable term with a specific meaning. This paper suggests a set of theoretical questions, which can provide the first steps toward a research agenda on the politics of sustainability. The approach aims to map and analyze the role of sustainability in political and economic strategies in the Arctic. Sustainability has become a fundamental concept that orders the relationship between the environment (nature) and development (economy), however, in the process rearticulating other concepts such as identity (society). Hence, we discuss, first, how, when meeting the Arctic, sustainability changes its meaning and application from the global ecosphere to a regional environment, and, second, how sustainability is again conceptually transformed when meeting Greenlandic ambitions for postcoloniality. This discussion leads us to outline an agenda for how to study the way in which sustainability works as a political concept.
