State actors' livelihoods, acts of translation, and forest sector reforms in northwest Pakistan

Forests in the North-West Frontier Province of Pakistan are under heavy pressure. Often, local people are blamed in this regard for their exploitative resource use. The present paper, however, searches for an understanding of the ongoing processes by analysing the livelihood strategies and daily practices of representatives of the local state and donor project experts. Insights show that policy formulation at the provincial capital is not implemented in a functionalist manner at lower levels of the administration. Instead, many processes and acts of translation within the wider context of livelihood strategies take place along the actual practice (rather than the discourse) of policy formulation and implementation through the various scales from the head offices of donors in the North to the provincial capital in the South, to the regional centres and, finally, to the forests in the Hindukush–Himalayan mountains.

To ‘Participate’ with Whom, for What (and against Whom): Forest Fringe Management along the Western Ghats in Southern Kerala

What is the meaning of ‘participation’ within the popular notion of ‘participatory natural resource management’? An interesting entry point into this debate is Oakley and Marsden’s (1984) review of discourses and practices, in which they suggest four broad understandings: (1) informing and mobilising target groups; (2) community development; (3) organising target groups; and (4) empowering beneficiaries. They clearly favoured the last two, and criticised the first two for the underlying assumption of ‘so-called “communities” which operate in the “national” interest and which assume that everyone is, or should be, pulling in the same direction’. Instead, they suggest that it is necessary ‘to identify particular groups with conflicting interests…[showing that] different interest groups struggle for control of available assets and resources’ (1984: 9). Underprivileged groups were thus to be organised and empowered — through development projects — by outside organisations such as NGOs or specialised government agencies.

Lange Zeit hat man Naturgefahren durch technische Massnahmen zu bandigen versucht. Die aktuelle Gesetzgebung spricht nun davon, Naturgefahren prio-ritar raumplanerisch anzugehen, also zum Beispiel gefahrdete Raume zu meiden. Dieser Politikwechsel bedingt eine Klarung der Frage, wie Interessierte und Betroffene bei der Umsetzung dieser neuen Strategie mit einzubeziehen sind. Fur den haufig aus der Sicht der Naturwissenschaften beforschten Gegenstand «Naturgefahren» eroffnet sich so eine relevante sozialwissen- schaftliche Herausforderung.

Naturgefahren sind nicht nur ein Risiko, sondern auch eine Chance fur eine integrale und nachhaltige Raum- und Siedlungsplanung. Die Bandbreite an Moglichkeiten, Gefahrenkarten umzusetzen, ist gross, und sie umfasst weit mehr als rein technische Massnahmen. Das Zentrum Urban Landscape der Zurcher Fachhochschule fur Angewandte Wissenschaften (ZHAW) hat in Zusammenarbeit mit dem Geografischen Institut der Universitat Zurich (GUIZ) und Partnern aus Bund, Kantonen, Gemeinden und Versicherungen den Umgang mit Naturgefahren und die Moglichkeiten einer Erweiterung der bestehenden Praxis am Beispiel des Linthperimeters untersucht. Die Ergebnisse des Forschungsprojektes liegen nun in Form von Planungshilfen vor.

Overcoming ambiguities in decentralisation

Most developing countries have made efforts to undertake decentralisation. Women and marginalised groups have enhanced their political power, and funds have been allocated to remote communities. A recent NCCR North- South publication, Decentralisation Meets Local Complexity, examines case studies in Latin America and South Asia. It confirms the importance of basic principles for successful decentralisation, such as participation, non-exclu- sion, efficacy, transparency and accountability. At the same time it shows that there is no “global blueprint”, as decentralisation takes place in highly complex and diverse local contexts.

Der vorliegende Artikel lokalisiert sich in der Debatte um das Verhaltnis von Menschen zu ihrer (bio-physischen) Umwelt.1 Auf analytischer Ebene interessiert die Frage, wie es zu Handlungsfolgen kommt, welche der Umwelt Schaden zufugen, im normativen Sinne, wie dies vermieden werden konnte. Als Beispiel einer Begegnung von Mensch und Umwelt wird die Nutzung von Land fur Land- und Forstwirtschaft oder Viehhaltung diskutiert.2
