Long-Term Care in Spain: Between Family Care Tradition and the Public Recognition of Social Risk

The aim of this chapter provides answers, from an institutional perspective, to key questions concerning the transition in Spain from a residual LTC system, centered almost exclusively on the family, to a public one of universal coverage, which began in January of 2007. The chapter analyses why the reform of LTC was necessary, the actors and coalitions that lead the reform, how the reform was carried out and main effects during the first years of its application. The chapter shows the problems and difficulties of building an universal mix care LTC model from a social assistance and family Mediterranean one.

New social risks as the aging, the migratory movements, the inequality of gender, the changes in the familiar structure or the productive relocation, in a context of financial constriction and administrative decentralization of the Welfare state, have lead to an increasing role of the Third Sector in the area of the social policy as well as the debate on the type of collaboration between both. In this text, we have analyzed such a debate and the role of the Third Sector in different stages of social services and in different areas of the social policy as the immigration, the attention to dependent people and the social exclusion
