Las relaciones intergubernamentales en el problema de los residuos peligrosos: el caso de Guadalcázar*

espanolEn este articulo se examina el caso del confinamiento controlado de desechos peligrosos de Guadalcazar, San Luis Potosi, a la luz del enfoque de las relaciones intergubernamentales. El objetivo del trabajo es explorar las implicaciones que la distribucion de competencias legales en material ambiental, asi como los asentamiento humanos entre los tres ordenes de gobierno, tuvieron en el resultado de la iniciativa para establecer el basurero toxico. En el marco de este enfoque, se adiciona al analisis juridico una revision de factores no exclusivamente legales que, al influir en la actitud del personal gubernamental implicado, afectaron el resultado del caso. EnglishThis article examines the case of the controlled confinement of toxic waste in Guadalcazar, San Luis Potosi, in light of the intergovernmental relations approach. It aims to explore the implications that the distribution of legal responsibilities in environmental matters, as well as human settlements between the three orders of government had on the initiative for establishing a toxic waste dump. Within the framework of this approach, the legal analysis is complemented by a review of factors that are not exclusively legal, which, by influencing the attitude of the government personnel involved, affected the result of the case.

La coordinación institucional del ordenamiento territorial en México

Through the analysis of the evolution of government entities associated with territorial organization in Mexico and some of their actions in the 20th century, this paper asks if these transformations have entailed a profound change in government practices regarding territorial arrangement or whether they have been modifi cations that have barely contributed to enhancing the effectiveness of public intervention in this area. It reviews the offi cial records of the federal government in order to trace the changes in these institutions and to identify the government practices that have most directly affected the arrangement of people and activities throughout the territory. The result of this exercise provides a preliminary description of the current state of the territorial arrangement in Mexico.
