Russian Abstract: Данная статья направлена на выявление наиболее актуальных проблем формирования финансового обеспечения инновационных стартапов в России и выработку предложений по их решению. Авторы анализируют как типичные для инновационного бизнеса проблемы, так и специфические сложности, обусловленные текущей экономической ситуацией, и делают вывод о том, что наиболее значимые проблемы малого инновационного бизнеса в краткосрочном периоде связаны с его финансированием: это дискретность финансирования и недостаток ресурсов. Кроме того, в долгосрочном периоде на развитие инновационных стартапов также оказывают влияние проблемы институциональной среды, включая отсутствие прочных связей между наукой и бизнесом. В качестве механизма, способного в условиях сокращения бюджетных расходов решить наиболее значимые проблемы малогоинновационного бизнеса, авторы предлагают использовать механизм инновационных ваучеров. В работе авторы формулируют возможные критерии и требования к участникам ваучерного механизма, а также рассматривают возможные положительные последствия от его реализации.English Abstract: This article aims to identify the most urgent problems of innovative start-ups financial support formation in Russia and to develop proposals to address them. The authors analyze several typical innovative business issues as well as some specific difficulties caused by the current economic situation, and conclude that the most significant problems of small innovative businesses in the short term are related to their financing: it’s the discrete funding and lack of resources. In addition, in the long term the development of innovative start-ups is also influenced by the institutional environment, including a lack of strong links between research and industry. As a mechanism to solve the most important problems of small innovative businesses, taking into account the current budget cuts necessity, the authors suggest the use of innovation vouchers. In this paper the authors suggest the possible criteria and requirements to the voucher scheme participants, as well as outline the possible positive effects of the implementation of this mechanism.

Russian Abstract: Данная работа посвящена рассмотрению дискретного процесса становления инновационной компании и своей целью ставит исследование путей развития финансирования инновационной деятельности на ранних стадиях в России для создания возможности получения средств на развитие на всех этапах развития идеи и становления фирмы. В работе рассматривается процесс становления фирмы и описываются основные теоретические и практические характеристики этого процесса. Авторы проводят анализ зарубежного опыта и российской действительности в части предоставления финансирования инновационным проектам, находящимся на ранних этапах развития. Главным результатом работы являются сформулированные предложения по внедрению в российскую практику новых элементов и механизмов, способных снизить вероятность проявления дискретности инновационного процесса.English Abstract: The paper deals with the discontinuous process of establishment of an innovative company and aims to study the funding of innovative activities at the early stages in Russia to create opportunities for attracting funds at every stage of the evolution of ideas and companies. The authors study the process of a company establishment and picture its main theoretical and practical characteristics. The authors analyze international experience and Russian realities in the sphere of funds available for innovative projects at the early stages of development. The major result of this research are suggestions for introducing new elements and new mechanisms to decrease the possibility of development of the early stages funding gaps in innovative activities.

The Soviet Union predetermined Russia’s economic activity’s location patterns. While the main forms of industry organization were territorial production complexes (TPC) - networks of industrial organizations united by a single technological process, - switch to the market economy in the early 90s destroyed economic ties within the TPC, leading to fragmentation of large enterprises and formation of a number of independent firms. Some scientists believe that this situation over the last 20 years could serve as a necessary foundation for clusters’ formation. Nowadays interest in clusters in Russia is rekindled due to the need to find new support mechanisms for production and innovation in a stagnating economy. The Ministry of Economic Development of the Russian Federation has initiated a project to support pilot territorial innovation clusters with infrastructure formation funding. The aim of this work is to identify clusters as areas of geographical concentration of small and medium enterprises (SMEs) in high technology sector. Authors also try to check, whether existing cluster initiatives comply with the actual concentration of high-tech SMEs and whether there is any potential for new cluster initiatives. The present paper analysis exploits modified methodology, based on localization index. The study provides tables and maps, reflecting small and medium businesses concentration in Russian regions using evidence from high and medium-high technology industries. The authors empirically confirm the existence of traditional and well-known clusters and identify new concentrations of firms in Russia. This useful information can be used for policy advice.

Email: [email protected]: 82/1, Vernadskogo pr., 119571 Moscow, Russian Federation.Attractiveness of a university means being in demand and reflects its ability to attract the best students. The aim of this research is to identify key factors influencing the best students choice in Russia. Average unified state examination (USE) scores of successful candidates for admission to the universit y, are used as a dependent variable. The paper provides a review of theoretical models and empirical studies of high school entrants decision criteria. Our econometric analyses show that the key factors of university selection are universitys brand, success of its graduates, quality of teaching staff and colleges location. In some cases research activity is also a significant factor. Those technical universities, which retained their specialization, are among the most in-demand, and demand for technical universities, which increased the share of students in economics, is below the average. The achieved results are useful for the heads of higher education institutions while developing evidence-based measures to increase demand for universities. Russian Abstract: В статье в комплексе рассматриваются способы оценки эффективности функционирования объектов инновационной инфраструктуры в регионах России. Для оценки обеспеченности регионов объектами инновационной инфраструктуры были использованы статистические методы анализа взаимосвязи между уровнем инновационного развития региона и числом расположенных в нем объектов инновационной инфраструктуры. Проведенный анализ показал возможность определения релевантного числа объектов инновационной инфраструктуры для каждого региона исходя из уровня его инновационного развития. Для детального анализа эффективности функционирования отдельных объектов инновационной инфраструктуры предлагается набор индикаторов, основанный на зарубежном опыте. В качестве примера проведения предлагаемого анализа достаточности и эффективности функционирования рассмотрена деятельность университетских технопарков в регионах России. English Abstract: The article discusses ways to evaluate efficiency of innovation infrastructure facilities in Russia. To assess the sufficiency level authors use statistical methods for analyzing the relationship between the level of innovative development and the number of the innovation infrastructure facilities in the Russian regions. The analysis showed the possibility of determining the relevant number of innovative infrastructure facilities for each level of regional innovative development. In addition, authors propose a number of indicators to assess efficiency of innovation infrastructure. The article applies proposed methodology for observing the functioning of University technoparks in Russia.
