This paper aims to analyze the validity of a quantitative instrument to identify what attracts someone to volunteer work, as well as what makes them stay and what makes them quit such an activity. The theoretical framework lists aspects related to volunteer work, which is followed by a discussion on models of analysis of volunteer motivation. As to the objectives, this research is descriptive, since it presents the analysis of the validity of a quantitative instrument that seeks to understand and describe the reasons for volunteering at the Pastoral da Crianca, a Brazilian NGO. This instrument is based on theoretical ideas by Souza, Medeiros and Fernandes (2006). Reliability — Cronbachs Alpha — reached values between 0.7 and 0.8. Regarding Kaiser-Meyer-Olkin measure of sampling adequacy a good index was also obtained: 0.74. Despite the good results of reliability and sampling adequacy of factor analysis, none of the variables resulted in the expected combination, namely: indicators versus profile. It is necessary to improve the semantic meaning of certain factors, or even increase the number of indicators so as to generate additional correlations among them.

The management of public policies , from a territorial approach, recognizes territory as a projection and an expression of identity and as holder of a peculiar population with socio-cultural, environmental, political, institutional and economic characteristics, in order that any process of development must interact with these elements. The decision to strength a territorial policy in Brazil, by the Federal Government, resulted, firstly, in the creation of 36 territories in all regions , named “Citizen´s Territories”, which feed the Strategic Management System (Sistema de Gestao Estrategica – SGE) . This text brings part of the results from the SGE, focusing on a comparative analysis of the three territories, located in the Rio Grande do Norte State, taking into account secondary data produced by that system. The result of sustainable development dimension, reached from economic, environmental, socio-cultural and political-institutional variables, has a critical level and the economic issues as the most important lack. Despite of the natural potential of the productive chains, the local economy is weakened by factors such as restrictions on technical assistance, limited access to credit, inadequate investment, low productivity, problems in marketing , limited diversification of agricultural production and livelihoods focused on social security, especially in rural retirement income and “Family Grant Program” (Programa Bolsa Familia).

The world-wide economy comes passing for successive transformations that reveal in contradictions and structural changes in the society and the State. This context of transformations, in particular the crisis of the Brazilian State and its deficiency in the suppliment of social demands, make to grow established initiatives of local development in solidarity, what it includes work associations. Therefore, the present paper approaches aspects of the work, the production and the management in the social sector, taking as space of empirical intervention the Associacao dos Catadores de Materiais Reciclaveis (ASCAMAR), hosted in Natal/RN. This study it was carried through under a predominantly qualitative perspective, collecting given through half-structuralized interview and free observation. The results detach a taylors and fords style of management, in which a economical and functional logic to the capital system predominates on. However, it was evident a satisfaction, on the part of the garbage collectors, with the work in the association. These associates declare to know of the importance of its work and the importance of the association for the environment. It is recommended deeper studies in organizations of the social sector, a time that inquiries about this subject are still fertile and challenging.
