After the introduction of HDTV, the next expected milestone is stereoscopic (3D) TV. This paper gives a summary of the new MPEG-C part 3 standard, capable of compressing the 2D+Z format, and shows how it can be used to serve the Is generation of 3DTVs. Furthermore it gives directions on how this standard could be extended to serve also the generations beyond.

We present an MPEG-2 compatible video codec that uses picture-rate up-conversion during decoding. The up-conversion autonomously regenerates major parts of frames without vectorial or residual data. Consequently, the bit rate is greatly reduced.

Recently the interest in 3D video has significantly increased (as eg. could be seen on the consumer electronics show CES 2009). Because there is a lack of one clear recognized 3D standard, various different (proprietary or non-proprietary) standards or solutions are starting to enter the market already based on stereo where some kind of spatial sub-sampling is being applied. To avoid consumer confusion and to ensure support of many different display types and sizes, a flexible, generic, scalable, compatible 3D video standard would therefore be highly desirable on short notice. This paper presents objectives and some options for realizing such a generic 3D standard.

Since the introduction of TV, major new steps have been color- and high definition (HD) TV. The next expected milestone is stereoscopic (3D) TV. Important ingredients are availability of suitable 3D displays, practical content generation and compression standards to carry the 3D signals.

Whether to use interlaced or progressive signals for broadcast is quite controversial. New flat displays are not best served with just an interlaced signal. A new de-interlacing algorithm enables strong reductions in bitrate for a progressive enhancement stream, enabling optimum delivery for all display systems.

For HDTV there should be a balance between spatial and temporal resolution. For obtaining this balance, while avoiding flicker and stroboscopic effects, the frame rate should be increased. A frame rate of 75 Hz is a good starting point. This is now possible, because the design rules for digital transmission are different from those of analogue transmission and there are options to remain compatible with the existing frame rate infrastructure.
