Today we are confronted with external costs, imposed by decisions made in the past, when the consequences of those decisions could not be foreseen. Utilities were behaving reasonably in light of industry practices at the time. Recovery of these costs should not be treated under nationsof fault or prudence; there is no blame to assess. The costs are simply a result of transitions in the industry and it is fair for all elements of the industry to shoulder a share of these costs
