Integrating Stochastic Failure of Road Network and Road Recovery Strategy into Planning of Goods Distribution After a Large-Scale Earthquake

Disaster relief operations are complex and can benefit greatly from a high level of preparedness. One of the main sources of complexity in disaster operations is uncertainty. An analysis of a disaster relief operation in Aichi Prefecture, Japan, preparing for the periodic Tokai–Tonankai earthquake is presented. In this study, the possible degradation of the road network is considered by including a stochastic element to represent the possibility of link failure dependent on earthquake intensity in each subregion. Also, a strategy to fix the roads is integrated into the analysis to evaluate its impact on the disaster logistics operations. The analysis is performed with the current road network of Aichi Prefecture. The results suggest the best preparation of resources and identify vulnerable destinations that are most likely to be cut off by the disaster. Also analyzed is a relocation of hubs that can reduce the total response time and take into account the possibility that some links will be destroyed. This analysis is important to help planners to evaluate their strategies, to identify vulnerable locations, and to be able to prepare in advance the best methods to deal with the uncertainty of road failure.

Impacts of Urban Logistics Measures on Multiple Actors and Decision Layers: Case Study

An approach for a multiagent model on urban commodity transport is presented. Special attention is paid to the relationship between shippers and carriers. Shippers choose lot sizes, and they commission one or several carriers. Carriers consolidate shipments in hub-and-spoke-transport networks or in en route pickup and delivery tours. Shippers and carriers interact in a transport market where carriers submit offers to the shippers. The effects of urban transport policy measures are transmitted to the ultimate decision makers in transport—the shippers—via prices. Transport tariffs are calculated on the basis of full cost using an activity-based costing schema. The model assesses the effects of a cordon toll in the Tokyo metropolitan area to shippers and carriers. In particular, it analyzes the impacts on market shares and the spatiotemporal structure of truck flows.

Risk-Diversified Allocation for Storing of Disaster Relief Goods by Stockpile Sharing Strategy: A Case Study in Japan

This study proposes a concept of risk-diversified spatial allocation for the storage of relief goods in order to reduce the total logistics costs. A model has been developed and applied to test the feasibility and the efficiency of the suggested logistics policy for the likely flooded area proximity to Shonai River basin, Nagoya City, Japan. The simulation results show that the one-day quantity of stored relief goods at each shelter is almost sufficient for sustaining all evacuees for three days in any disaster scenario and can reduce the total costs. Moreover, extended cases are investigated where uncertainty of transportation and the number of evacuees are taken into account. An applicability of the model to wide-area disasters is finally illustrated.
