Abstract The California experience with energy over the last two years has been a warning signal to other states and nations. As the fifth largest economy in the world, California has needed to establish its “energy independence”, as Governor Davis labeled it in order to ensure reliable reasonably priced power to all its citizens and industries. Actions taken to ensure that California power flowed included co-ordinated emergency services, conservation, efficiency, long term contracts, power peakers and renewable energy. However, that plan foretold the need to redefine the energy sector and establish a near term action plan as well as a long term plan for future generations of Californians.

Publisher Summary nThis chapter describes the efforts of the Los Angeles Community College District to implement a 100 percent renewable energy system for each of its nine college campuses and at the national level; two studies of Denmark are presented. The design of renewable energy systems involves three major technological changes: energy savings on the demand side, efficiency improvements in the energy production, and the replacement of fossil fuels by various sources of renewable energy. The analysis of such systems includes strategies for integrating renewable sources into complex energy systems, which are influenced by energy savings and efficiency measures. Based on the case of Denmark, this chapter presents two studies that analyze the problems and perspectives of converting the present energy system into a 100 percent renewable energy system. The first study is a one-person university study; the second study is based on the technical inputs of embers of the Danish Society of Engineers (IDA).

Abstract The foreign energy advisors provide lessons learned in energy from five national Case Studies and California. The section Recommendations and Conclusions show the alternative energy systems that can be pursued practically on the local level. Public policy must be established and regulated by standards, protocols, actions, and rules including safety, health, welfare, and economic development. For example, some countries have set “Renewable Portfolio Standards”. In Germany, a broad “Green Electricity Strategy” became policy in 2004, with solar/photovoltaic policy and laws and financial incentives for related industries.
