In recently, IMO consider including an marine casualty factor when Port State Control Inspection evaluate.. This paper proposes an evaluation to Target Factor Values of Port State Control Inspections(PSCITFV) using absolute measurement. To this solve, therefore, this paper used the absolute measurement which is informed compensate the defect and the more rational and objective methode, checked the effectiveness to compare an result with absolute measurement and PSCITFV of Tokyo MOU using Wilcoxson test. Finally, rate change of PSC was investigated by an experiment which changed the values of evaluation factors. As a result, it was evaluation factors of high rate change that was detention, ship`s age, casualty factors. Therefore, this factors have to a priority management to do for prevent of PSC.

Ship is being operated under a highly dynamic environments and many factors are related with ship`s collision and those factors are interacting. So, An analysis on the ship`s collision muses is very important to prepare countermeasures which will ensure the safe navigation. And the analysis confirmed that ship`s collision is occurred most frequently and the muse is closely related with human factor. The main purpose of this study is to build a model of human factors in ship`s collision muse using SD(System Dynamics} approach and to measure a effect which is risk control countermeasures of ship`s collision. To achieve this aim, the structure analysis on the muses of ship`s collision using FSM are performed, and the structure was changed by quantitative, qualitative factors and their feedback loops in casual map. This model was performed over 20 years(1993-2012) in a standard simulation model and 8 policy simulation models.

This paper is aimed to priority evaluation of preliminary cases for IMO -IMS(International Maritime Organization- Information Management System) using fuzzy TOPSIS(Technique for Order Performance by Similarity to Ideal Solution) and AHP(Analytic Hierarchy Process). To this solve, therefore, this paper extract 24 preliminary cases and select 4 major preliminary alternative cases after analysing the structure of its alternative cases using FSM(Fuzzy Structure Modeling). Also, the weights of evaluation factors determine using AHP which able to keep the consistency when decision-makers assess. In AHP method, but, the numbers of paired comparison incerase as much as the numbers of the comparison items increase and because this evaluation have the many of vagueness, the decision of final ranking is used to fuzzy TOPSIS method which is included TOPSIS and Fuzzy Set Theory. The result are developed as order as Management of IMO Convention Information, Delivery of IMO Convention Information, Total IMO Database, Knowledge Hub of IMO Convention Information in IMO-IMS.

This study determined the ship replacement life expectancy from an economic perspective. There are many ambiguities in the cost for calculation of economic lifespan, and these were expressed as fuzzy numbers. Also, a fuzzy cost model using fuzzy numbers was developed and suggested as a more practical analysis method than the existing cost model. And the suggested fuzzy model was used to determine the economic lifespan for various types of container ships. As the result, Without fuzziness, the economic lifespan of 5000 TEU Ships was found to be 19 years. it was found that the greater the container ship, the greater the economic lifespan was.

This study is aimed to contribute in establishing new port policy by research and analysis in design of global port logistics network in the East Asia region. In order to build such port logistics network, 21 ports located in East Asia among the world`s 50th largest ports were selected in this study. Furthermore, the amount of container cargo and the ports of call were analyzed to categorize the subject ports in East Asia. Finally, this study tries to find economic network between the base port in East Asia, EU or North America and feeder ports in terms of logistics cost. As a result, Singapore, Hong Kong, Shanghai, and Busan ports were found as the representative ports in the East Asia that may connect North America and Europe with the minimum logistics expenses. Therefore, to maintain the stable cargo volume in ports, Korea should promote not only the overseas terminal operation which links to the Singapore, Hong Kong, and Shanghai ports, but also establish the global port logistic network connecting the Busan port.

The aim of this paper is to determine the replacement time of containerships in economical viewpoint. Especially, there was a lot of vagueness to the cost data for calculation of an economical life in a containership. For this, a fuzzy number used to express the vague nature about a cost data. This paper developed the fuzzy cost model using fuzzy numbers, and to analyze more practically than the existing cost model. And the proposal model used to decide the economical life about various kinds of containerships.

This paper aims to analyze an action about a port choice of shipper between two ports. For this propose, this paper analyzed a port choice action for Kwangyang and Busan port using a fuzzy logic and neural network. Also, this paper compared classification performance of fuzzy-neural network to Logit model, and analyzed a port choice action into change Para-meta such as freight volumes and service standard.

The aim of this paper is to forecast passenger numbers and freight volumes in 2005 and it is proposed optimal tonnage of passenger ship. The forecasting of passenger numbers and freight volumes is important problem in order to determine optimal tonnage of passenger ship, port plan and development. In this paper, the forecasting of passenger numbers and freight volumes are performed by the method of neural network using back-propagation learning algorithm. And this paper compares the forecasting performance of neural networks with moving average method and exponential smooth method As the result of analysis. The forecasting of passenger numbers and freight volumes is that the neural networks performed better than moving average method and exponential smoothing method on the basis of MSE(mean square error) and MAE(mean absolute error).
