An energetic study of the evolution of the terrestrial and Cytherean atmospheres

Abstract Based upon a gray atmosphere model, energy budget at the surface, and the accompanying partition of H 2 O and CO 2 among the atmosphere, the hydrosphere and the lithosphere are studied for terrestrial-type planets. Owing to the effect of the infrared absorption of H 2 O and CO 2 , there exists a critical level of the incoming energy flux to separate the equilibrium surface temperature into low ( 400°K). The former is quasistable while the latter is absolutely stable. The above results are applied to the discussion of secular variations in the states of the terrestrial and Cytherean atmospheres.

Environmental Assessment - Management System for Local Developmental Project

Abstract Developmental projects in Japan are classified into : coast type of nationalregional level and inland type of regionallocal level. Uncareful deforestation and engineering works are major cause of environmental disruption in inland type project which destroys nature and culture of less developed villages. A comprehensive environmental assessment system for a local inland type project is developed and is applied to a few cases with successes.

On the dynamic model of the geochemical cycle

Abstract Movement of chemical species within the crust of the earth is described by the concept of the geochemical cycle. The dynamical behavior of the cycle is studied in which the transfer rates of species among continents, ocean, and ocean bottom play an important role. The cycle is represented by the circuit system which is similar to the electric network. Characteristics of the circuit at steady state are obtained by referring to observed data of the content of some elements: Na, K, Ca, Mg, S, and Sr isotopes. Orogenism or the material supply from the mantle to the crust is regarded as the input given to the circuit. Based upon the characteristics obtained for the stationary state, the response of the circuit to the impulsive input is discussed. It is concluded that the relaxation time to approach the steady state is less than 200 million years for various reasonable characteristics. Therefore the geochemical cycle tends to become steady before the subsequent orogenism starts, an interval which is estimated as several hundred million years from geological information. A few remarks for further study are also given.

この講座は, 環境アセスメント (略称アセス) のありきたりの解説ではありません.プロのためにはすでにたとえば『環境アセスメントここが変わる』 (環境技術研究協会) がありますし, 市民向けには『市民からの環境アセスメント』 (NHKブックス) があります.ここでは, 行政やコンサルの方にもまたアセスに直面している市民にも役立つように, 上記の本の裏話を交えながら, そしてその後の進展を含めてアセスのツボを押さえたつもりです.アセスは, もともと開発にあたる行政や民間事業者と市民とのパイプの役割を果たすものです.したがって, 開発側と市民との間の意識のずれがどこにあるかを明確にし, 解決の方法を発信することは, 環境技術研究協会にとって重要な責任と考えます.だから, タイトルは「アセスのツボ」であり, 上記の本の概要版としてテキストとしても役立つようになっています.TPOに応じてアセスを使いこなすための武器はいろいろあり, 行政の担当者, コンサルタント, 市民のそれぞれの立場で必要なノウハウは異なりますが, この講座では共通に心得ていただきたいことは尽くすつもりです.その先には, それぞれの立場での実践的な学習があるわけですが, 予測や調査の技法もさることながら, アセス法では特にコミュニケーション, プレゼンテーションの技法が必要です.この講座でも「環境診断マップ」「住民参加投票ゲーム」「参加型計画手法」などが出てきますが, そのための実習が重要です.予測・評価の技法では, 特に生態系の扱いが大事になり, 本講座では「HEP」「仮想評価法」に触れますが, これらの実習が必要でしょう.具体的な学習については, 読者の皆さんのご希望を聞いて上級講座や実技講習会の形で実現したいと考えておりますので, 読後感とともにご希望を本誌編集担当者までお寄せいただければ幸いです.もっとも, コンサルの方々からは, すぐ使える技術マニュアルがほしいとの要望が沢山あります.国や自治体が新しく作った技術指針も, 相変わらずどんなに手法を適用したらいいかがわからないからでしょう.でも, アセス法はもともマニュアルに従って答えを出せば済む方式に馴染まないのです.したがって, 前例からのノウハウの蓄積が必要です.国際評価学会との共同で, 本誌が6月号からはじめた [評価書評釈] は, これまでのマニュアルに相当するものと考えて下さい.次の6つの章を予定しています.1.アセス法がはじまった2.アセス法の柱は3.代償措置って何だ4.アセスは情報戦だ5.準備書を採点しよう6.戦略アセスって何だ引用文献は一般的に入手可能なものを, 各章ごとに, そして何度も引用する場合は最初に出てきた章にだけ載せました.入手がむつかしい引用文献は文中に記載するのに止めますが, 引用アセス事例の方法書, 準備書, 評価書を含めてこれらの実物を環境技術研究協会に置いてあります.また, 環境庁に送られた評価書は, 環境パートナーシップのオフィス (第1章の末尾参照) にあります.

The soft approach to watershed management

This paper introduces a distinction between ‘hard’ and ‘soft’ approaches to watershed management. The former, familiar to the advanced countries, is characterized by a top‐down, technocratic approach to problems and is generally unsuitable for developing countries. The soft approach is understandable and manageable in scale, sensitive to local environments and concerned with practical management issues — more interested in software than hardware. Two examples from Japan of the soft approach to rural development, in the Yahagi river basin and Lake Biwa basin, are described, and there is a discussion of the problems and possibilities associated with attempting to transfer these experiences to developing countries.
