This paper discusses the second task of the New Southbound Policy Promotion Plan which is the Conduct talent exchange that is focused on the Education ties and their impact on Indonesia. Two things presented in this paper are how the policy of the New Southbound Policy affects the education of Indonesias young generation, and how is the collaboration of colleges and Industries in Vocational Training. This study uses library method and interviews with 260 students who follow the program lectures and internship for four years in Taiwan. They are spread across the industry of contact lens, plywood, electronics, software, steel mills, chemical plants, hotels, and resorts. Also, interviews are conducted to the foundation that bridges this program. This research concludes that colleges, industry, and students feel the significant benefits of collaborative programs between industry and academia. The college educates students who master Chinese in accordance with their field of work. While the industry becomes a place of the language practice and hard skills related to the competence of each department. Students get the benefit from overseas study opportunities and foreign language proficiency and income.

Natuna has a great potential of natural resources, and its main potential is tourism. The development of cross-border tourism is in line with Jokowi-Jusuf Kallas nine priorities. However, the obstacle in tourism is human resources who fluently speak foreign languages in marketing and communicating with foreign tourists, especially in the border area. Since Natuna is far and difficult to reach, no Natunas university educates their human resources to speak a foreign language and because Natuna is also lack of foreign teacher. Therefore, it needs a breakthrough in foreign language learning through mobile learning applications. As smartphones are commonly used in society, the solution of foreign language learning through smartphone application became an innovation in education and training. The research method was Focus Group Discussion (FGD) between officials of Natunas Regional Planning, Research, and Development Agency. The FGD was done by showing the design of interactive mobile applications for foreign language learning, especially English and Mandarin. The design of this application has been demonstrated in the FGD activities and has received a positive response. The conclusion of this research is Mobile Learning application is a foreign language learning solution to support tourism activities in Natuna.
