Daniela Guerra-Ocampo; Julián Castillo; Yony Fernando Ceballos

EnglishThis document proposes, through a statistical analysis, to identify the current conditions of the settlements in the communes of Medellin and extract information from the data to understand the conditions that make it attractive for displaced people to settle in such areas. This study is supported by information provided by the Cadastre secretary of Medellin, which corresponds to the number of existing informal properties, their commune, as well as data on soil, road conditions, areas, socio-economic level, area types, among others that allow to analyse the initial conditions so that the people who emigrate define their settlement. In addition, this analysis allows to know the trends in the city regarding the level of life that people possess, as well as to make a diagnosis of the current state in terms of properties, communes, existing neighbourhoods, division of the territory, road conditions, uses assigned to the soil, number of floors or number of owners of the properties, among others, which evidences the behaviour of Colombian society; Finally, relations between the soil class variable and the stratum, hierarchy and road state.

A Markov-Monte Carlo Simulation Model to Support Urban Planning Decisions: A Case Study for Medellín, Colombia

Julián Castillo; Yony Fernando Ceballos; Elena Valentina Gutiérrez

The identification of properties and land destinations are key factors in urban planning decisions, especially in rapid-growing urbanized cities. This information is vital for cadaster matters, property taxes calculations, and therefore for the financial sustainability of a city. In this work we present a Markov-Monte Carlo simulation model to predict changes in land destinations. First, a Markov chain is established to identify the transition finite-state matrix of property destinations, and then a Monte Carlo simulation model is used to predict the changes. We present a case study for the city of Medellin, Colombia, using historical information from the cadaster office from 2004 to 2016. Results obtained allow identifying the urban areas with the larger number of changes. Moreover, these results provide support for urban planning decisions related to workforce sizing and visits sequences to the identified areas.

Health services anywhere in the world must ensure a timely, safe and high quality of care. Therefore, health promotion entities in Colombia (EPS) must ensure easy and streamlined processes in the services offered, avoiding risks that can affect the lives of patients. Along with the above, in Colombia law anti-procedures is defined, with the implementation of this law is created an issue for the EPS because they are serving more than 250,000 users in cities like Medellin (Colombia). This causes agglomeration of patients, complaints and objections from members by the long lines and delays in the procedures that are presented at the point of customer service. To this end, the entity wishes to reduce service times to avoid a penalty by the superintendent of Colombian health using simulation as a tool and perform an efficient proposal to decrease the costs and possible penalties.

Regulación por Privatización de Recursos Naturales de Uso Común

Laura Milena Cárdenas; Yony Fernando Ceballos; Jorge Parra; Luis Eduardo Muñoz

This article discusses the problems concerning the regulation of natural resources commonly used dynamic systemically evaluated the mechanism of privatization, from the formulation of dynamic hypotheses. It is considered appropriate to establish an investigation, in order to illuminate the following question: How is it that a country so rich can plunder their common resources, and be able to explain this situation evaluated through system dynamics modeling with the mechanism of regulation privatization generic level and at the level of a specific case? An initial step was given to try to address the research question in this article is to explore the dynamic implications by designing systemic dynamic model for the mechanism of privatization, at two levels of conceptual complexity: a generic and one specific to a common natural resource, conducting experiments to see if the theory of regulation explains or does not explain the worrying situation treaty covering the use in Colombia.

The quality management in companies engaged in software development projects, provides a competitive advantage by guaranteeing that their products are high quality made. Skilful methodologies emerge for the application in projects whose nature is changing or where it is necessary to get a quick investment return. Organizations that choose to shift to skilful methodologies face challenges like ensuring the quality not only of the product but the product and the project. Models such as the Capability Maturity Model Integration and ISO 25010, are known and work well in traditional development environments. For skilful methodologies, there are some less popular proposals, including the Test Driven Development, Continuous Integration and Product Backlog Rating metrics. Nevertheless, although the literature reported good results, these are not sufficiently documented to be used in any skilful project. This paper analyzes the proposals aimed at improving the quality of products made with skilful methodologies, tools and best practices, and gives a series of recommendations for quality management in software projects.
