The study aims to analyze the Public Data Act and provide alternative strategies for public data management. It conducts an extensive literature review based on a multidisciplinary approach and discusses the terms, public data and synonyms from the Public Data Act, and other related laws while also studies and traces the history of related regulations. The significance of the Public Data Act is analyzed and the major contents of the Act are examined, particularly, the contents that describe relevant committees. As a result, the article discusses five issues: relation between regulations, ambiguity of decision-making standards, ‘professionality of a public data supply officer, low quality of public data, and lack of records and archives management.

This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees` management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

The study reports a preliminary analysis for the No-Gun Ri massacre documentation strategy based on Hackman and Wornow-Blewetts implementation model, as an appraisal and selection method for No-Gun Ri Digital Archives. It intends to review the theoretical background for this process, inlcuding a history of the No-Gun Ri massacre and the development of documentation strategy. From the theoretical analysis, this study identified the No Gun Ri documentation strategy processes in 5 categories: cooperative collecting, collecting in specific areas, identifing missing areas and advisory group. With these 5 categories, this study discusses the application of the Hackman and Wornow-Blewetts implementation model in the No Gun Ri case and reviews the strategys pros and cons. As a result, firstly, we classfy focusing groups into victims and bereaved family, government, civil society, the press and literature and art. Secondly, we also classify documentation categories into massacre records, investigation activity records and cherish memory.

The study aims at providing alternative strategies for ongoing issues concerning presidential records. It reviews a history of legislation about presidential records management and discusses issues on protection and disclosure of access-restricted presidential records. Four major issues-presidential records` category, management authority, designated representative, and production control-are argued. As a result, this study proposes solutions to guarantee the independence of presidential records management agency and to innovate a presidential records management process.

In archival discourse, social memory has been discussed for some time. Despite this, however, theoretical studies have not been prolific at all in the Korean archival community. Many Western scholars have argued that archivists should consider memory rather than records for archival preservation because the inclusiveness of the former will fill the gaps in the latter. Social memory that is shared and transmitted across generations in society would include the stories of marginalized groups of people who are often neglected in official documents. Archivists can reconstruct the diverse narratives of a variety of social groups based on social memory, and this would be their social responsibility. In this sense, it is archivists who exercise power regarding how history will be written in the future because they determine what would be preserved in archives: mainstream culture with official records or a broader spectrum of diverse stories of people in society. From this perspective, this paper intends to understand how memory is discussed in archival discourse and to review how archives and history are associated with memory in theories and practices.

The study is aimed at providing alternative strategies for the National Archives Assembly organization and the job. As a theoretical background, it reviewed the history of the National Archives Assembly`s records management organization and analyzed duties of a permanent records management institution based on the Standard Operating Procedure for Archival Institutions. Moreover, this study discussed the National Archives Assembly`s current organizational status and surveyed jobs of the National Assembly Archives staff. As a result, for the organization area, it suggested that the National Assembly should reappoint its permanent records management institution, establish records centers, and reassign the management authority on the Memorial Center to the National Archives Assembly. Furthermore, the study provided a reorganization plan. For the job area, it argued a necessity for expanding the job domain and reinforcing professional manpower. In line with this, it provided duties that were customized for the reorganization plan.
