Recently the concept of Library 3.0 and its substance have been discussed by scholars and specialists along with Web 3.0. This study aims to analyze the debates on Library 3.0 and review the concept of Library 3.0. In addition, this study proposes library 3.0 service model based on its analysis. The keywords of in the proposed Library 3.0 model in this study is the Social Semantic Digital Library(SSDL), the Linked Library, and the Mobile Library. First, the SSDL means a real knowledge sharing and cooperation by applying both semantic web technology that which can manage data by machines and social networking services into e-libraries. Second, the Linked Library indicates that library resources become linked data that link libraries in all over the world. Finally, the Mobile Library refers to ubiquitous library equipped with RFID and mobile technology.

ABSTRACT The increased interest in consumer health information(CHI) has brought about a rapid increase in CHI resources. There are diverse means for obtaining such infor mation, and one CHI acquisition route is the public library. In the U.S. public libraries, the demand for CHI reference services is increasing, and a variety of projects to promote these services are in prog ress. On the other hand, Korean public library services for CHI is at a very basic level, and thus a v ery small amount of such research could be found. This study drew suggestions from a literature review of research studies in the U.S. and Canada, and analyzed public library CHI services in Korea. The findings are as follows. 1) Only 17.25% of public libraries in Korea provided CHI service, and it evidences very low needs and awareness for CHI services in Korea. 2) Only three kinds of services includin g CHI-related websites, users training, and promotional and marketing were provided, and only 13(1.74%) of libraries surveyed offered more than two kinds of services. 3) There were no CHI librarians, no r did any librarians receive CHI-related education. 4) ILL services, outreach services, and cooperation with CHI- and medical-related institutions for CHI services were not found. ABSTRACT A library privacy policy describes the library’s willingness to protect the library users’ personal information, and also serves as a code of conduct for library staff. In recent years, cases of privacy invasion have been growing exponentially in society as a whole, including at the library, and therefore the establishment and application of a privacy po licy is becoming more important. In this study, we try to develop and propose the optimal librar y privacy policy. For this purpose, we derived implications by analyzing the domestic and internati onal privacy laws and guidelines, investigating invasion of privacy cases at home and abroad, and studying different library privacy policies from libraries around the world. The library privacy p olicy that we propose in this study was created to be a guideline for librarians when dealing with privacy issues and is library specific, diverging in many ways from privacy guidelines used i n other fields. 키워드 : 도서관이용자 , 프라이버시 , 가이드라인

Libraries are founded to ensure the intellectual freedom of citizens, and citizens have the right to confidentiality regarding their needs, information access, and information use. Protecting users` privacy is critical to safeguarding their freedom of speech, freedom of thought, and freedom of assembly. Libraries and librarians should seriously concern themselves with their users` privacy because protecting this privacy is part of their most important mission, and, in doing so, users can truly enjoy their intellectual freedom. This study extensively investigated and analyzed the possibility of privacy invasion that may occur in libraries. As a result, cases of potential invasion of privacy in libraries were summarized in the following three categories: violations occurring in the process of national or law agencies` enforcement operations; violations occurring in the process of routine library services such as circulation, reference, online searching etc.; and violations occurring by outsourcing library services.

Despite huge significance of public policy information to a country and its people, it seems that Korean government lacks a nationwide service that specializes in managing those information. Nowadays the organization of the central government is very complicated and the amount of information and data they are producing is massively growing. Naturally, without any advanced knowledge, it is not easy to find the information you want from the government information service. Besides, government publications are scattered and not under control of unified collection. This study suggests an efficient policy information service model that can i) provide stepping stones for a competent knowledge-based government by providing necessary information for policy-making process in government ministries and public organizations, ii) build national policy information infrastructure by incorporating policy-related information dispersed over different ministries, and iii) identify new approaches to improve policy information services.

The purpose of this study is to improve library promotional marketing for the disabled by identifying requirements of public library disability services. This study aimed to investigate librarian service providers’ awareness of library programs for the disabled in order to prepare a systematic plan for promoting such library services. Research methods used are a literature analysis and survey. First, the ratio of respondents with experience promoting activities and services for the disabled was less than 50%. Second, regarding methods for promoting library disability services, the respondents used library homepages, press releases, library user guides, library newsletters, and library pamphlets in that order. Third, when asked what kind of PR media the library disability service providers had experience with and how often they use it, library boards and banners were the most common response. Fourth, suggested improvements to the current design and content of PR materials included: clearer word choice (or greater understandability), more detailed descriptions, simpler layouts, and more interesting or eye-catching content in that order. Fifth, the library disability services which are in the most need of public relations were guide information for library disability services, Library and Information Service (DOI services and search services), using alternative materials and the library collection, and aiding the information search. Overall, when evaluating the promotion of disability services in Korea, the library’s public relations for disabled services needs to improve because currently neither librarians nor the disabled community they are targeting has frequent or quality experience with it.. Thus, the policy department for the library disability services must develop a variety of promotional strategies adjusted for each type of the disability and distribute PR materials to service providers individually, making sure to utilize effective PR methods.

This study aims to deane prototypes of professional librarians as well as their job requirements by analyzing international demands for librarianship. Demands analysis starts with examining librarian job posting websites in the US, UK and Canada, followed by inquiring incumbent librarians in Korea. As for the job requirements. the study parallels definitions by IFLA and ALA with job announcements by hiring institutions. As a result, we identified 21 professional librarian prototypes by subject(7), task(12) and object(2), and defined the job requirements as 1) MLS or equivalent school knowledge with undergraduate degree of library science, and/or at least six years of relevant business experience, or 2) at least nine-rear experience as a second-level full-time librarian with two-rear experience and/or professional training in the job relevant field.

This study constructed an ontology targeting journal articles and evaluated its performance. Also, the performance of a triple structure ontology was compared with the knowledge base of an inverted index file designed for a simple keyword search engine. The coverage was three years of articles published in the Journal of the Korean Society for Information Management from 2007 to 2009. Protege was used to construct an ontology, whilst utilizing an inverted index file to compare performance. The concept ontology was manually established, and the bibliography ontology was automatically constructed to produce an OWL concept ontology and an OWL bibliography ontology, respectively. This study compared the performance of the knowledge base of the ontology, using the Jena search engine with the performance of an inverted index file using the Lucene search engine. As a result, The Lucene showed higher precision rate, but Jena showed higher recall rate.

As commercialization of the Internet has brought flood of information and the proportion of electronic source in the library collection has been gradually increasing, it is highly important for the library to quickly obtain and utilize the latest information. SDI service is expected to fulfill the needs providing the latest information swiftly and accurately to the digital library users. This study seeks to analyze the current standing of practical application of the SDI service in the universities of South Korea based on surveys and make a proposal on the advancement and extension of the SDI service.
