L'industrie de défense américaine en redéfinition

L’article fait le point sur la situation actuelle de l’industrie de defense americaine, leader inconteste au niveau mondial. Il procede d’abord a un bref rappel des principaux moteurs ayant soutenu sa transformation depuis la fin de la Guerre froide et qui l’ont conduit a sa forme actuelle. Ensuite, il examine les phenomenes qui prennent corps aujourd’hui au plan budgetaire et des marches susceptibles de remettre en cause sa position a l’echelle internationale. Il conclut en estimant qu’il est premature pour l’instant de parler d’une erosion du leadership et que nous sommes plutot face a une redefinition des modalites de son exercice a l’echelle internationale.

La reconversion des entreprises militaires: quel rôle pour l'État et comment le Canada peut-il aborder la question?

Since the end of the Cold War, the redeployment of the defence industry in a civilian economy has become problematic for governments that pursue conflicting industrial and technological strategies. This article looks at the current options as Canada reexamines its support for the defence industry. The author first presents a theoretical analysis of the issues, then compares the approaches of four of Canadas largest competitors in the production of military and commercial technology: the United States, France, Germany and Japan. The conclusions drawn from the study are explained, with particular emphasis on the need for Canada to develop without further delay a comprehensive policy in the area.
