The paper introduced the updated decision support system for land development intensity (version 2.0) based on the similarity relationship between land attributes with the case of Changzhou old area as the example. Under the improved algorithm each block selects its reference blocks randomly in its similar blocks and the selection probability is just the similarity coefficient between them, which leads to the rational fluctuate interval of each pending block’s development intensity. The outcome follows the planning decision experience and the practical situation, which embodied the decision rationality which also accepts the realistic chances. The planners and designers may control the system with their urban design intensions by adjusting the parameters such as the swing of vibrancy, reference times, difference value, sum of development intensity, and so on. Based on this system and a menu of typical urban block patterns under different development intensities and land functions, the optimized procedure and method of large-scale urban spatial form is proposed, which has the realistic value for solving the problem of out-of-order development in Chinese cities.

The nonradiative charge-transfer cross sections for protons colliding with Rb(5s) atoms are calculated by using the quantum-mechanical molecularorbital close-coupling method in an energy range of 10−3 keV–10 keV. The total and state-selective charge-transfer cross sections are in good agreement with the experimental data in the relatively low energy region. The importance of rotational coupling for chargetransfer process is stressed. Compared with the radiative charge-transfer process, nonradiative charge transfer is a dominant mechanism at energies above 15 eV. The resonance structures of state-selective charge-transfer cross sections arising from the competition among channels are analysed in detail. The radiative and nonradiative charge-transfer rate coefficients from low to high temperature are presented.
