The method to evaluate the command and control effectiveness of operational system under uncertain threat situation

The development situation of the joint operational systems in information times indicates that it is necessary to make full use of the command and control system in the operation practice in order to completely improve the combat effectiveness of the joint operational systems. By means of the research on command and control effectiveness evaluation of task-oriented joint operational systems, we can supply scientific and rational decision-making suggestions for the high-level decision-makers and help the army act actively in the future combat and complete the various missions. Based on the analysis of the present difficulties and challenges of command and control effectiveness evaluation of task-oriented joint operational systems, this thesis constructs the indices system based on OODA loop(the decision cycle of observe, orient, decide, and act) for command and control effectiveness evaluation of task-oriented joint operational systems, and carries out the effectiveness evaluation algorithm orienting to uncertain task, assisting operations analysis personnel to make a scientific and reasonable development decision for joint operational systems.
