The economics of control : principles of welfare economics

著者アバ・ラーナーは 1903 年にロシアでユダヤ人家庭に生まれ,3 才でイギリスに移 住し,その後ロンドン・スクール・オブ・エコノミクス(LSE)で教育を受けた.LSE に 勤め始め,ケンブリッジに半年間滞在した際にジョン・メイナード・ケインズと出会い, ケインズ経済学に傾倒した.「一般理論」出版と同年の 1936 年に,経済学者以外に向けた 「一般理論」の解説(Lerner (1936))を執筆しているように,「ケインズのインナー・サー クル以外で「一般理論」の本質と重要性を理解した最初の経済学者は,おそらくラーナー であった(Scitovsky (1984))」と言われる.1937 年にアメリカに移住した後は様々な大 学で教鞭をとり,マクロ経済学や国際経済学の研究を行った.1934 年及び 1938 年の論文 (Lerner (1934), Lerner (1938))に見られるように,経済計算論争においてオスカル・ラ ンゲらと同じく社会主義経済に対して肯定的な立場を示しており,また自身のことを社会 主義者と呼んでいた(Scitovsky (1984))が,経済計算論争以降は,本著作にも見られる ように価格・所得分配に対する政府の介入やケインズ的政策を重視しながらも市場経済を 基礎とする経済体制を支持している.ラーナーが共感していたのは,生産手段の社会的所 有をはじめとする社会主義の手段や政策ではなく,民主主義・資源配分の効率性・平等な 所得分配など社会主義の理想や目標であると言えるだろう.現在でも知られるラーナーの
