Well-designed instructional material is equally important for successful e-Learning implementation. Teachers and instructors play a major role in terms of designing and building learning content. In one respect, it requires costs in terms of effort, time and experience. In other respects, a good learning content is likely a result of recurring revisions as a result of teaching experience as well as evaluating student activities. In the case of higher educational institutions (HEI) in developing countries (such as Indonesia), resource sharing in many aspects is highly recommended effort against high cost and redundant works, e-Learning is no exception. Sharing and re-using e-Learning content on particular subject between Learning Management Systems (LMS) can be one of the methods. In addition, collaborative teaching may cause a content develops gradually while conducting content sharing. Thus, the capability of synchronizing the content between LMS is necessary. On the other hand, typical e-Learning implementation might not be appropriate due to the concerns of network infrastructure in developing countries. In some areas, the network has less bandwidth and even frequent disconnections. This paper introduces a novel method of sharing e-Learning content between distributed Learning Management Systems by using dynamic content synchronization. This method also suites the need of course sharing which supports collaborative teaching activity. Moreover, this approach is designed to address the needs of content sharing in areas with network infrastructure limitation in terms of bandwidth and availability.

Rapid growing of internet applications and users has led the improvement of mobile web browser technology and standards such as HTML5. Recently, HTML5 is turning to be a de facto standard after some of its features has been implemented in major mobile web browsers. Moodle as a web based Learning Management System (LMS) has been popular in academic environment for supporting learning activities and allows teacher giving quiz online. However, some schools do not have an such expensive infrastructure to bring their LMS to the Internet. In addition, at home, some students may have difficulties to get online access. To address such problem, In this paper, we propose a prototype of offline web application and task synchronization in e-learning activity. This system utilizes the offline application capability and web storage of HTML5 enabled mobile web browser to bring an offline user interface to students. Using this system students are able synchronize their mobile phone with campus moodle for task retrieval/submission during their time in campus. and later doing the task at home without having to get online. Besides giving the concept, a prototype has been implemented to show its functionality.

Video streaming is a multimedia service that gains significant development in recent years. The main problem that arises within that service is bandwidth fluctuation utilization on wireless channel network. In this paper, we propose combined methods of scalability as an attractive solution for the aforementioned problem. Scalable method on wireless communication must be suited to processed input/video sequence. To create combined scalable video coding (CSVC) method that match the QoS (Quality of Service) of video streaming service on wireless channel, we use joint scalable video model (JSVM) amendment standard. The proposed scheme has implemented on Network Simulator II (NS2) for wireless broadband network application. This new scheme is an evaluation platform for the implementation CSVC on a more realistic simulation over wireless broadband networks based on open-source program. The results show that implementation of CSVC on mode of the medium grain scalable (MGS) outperforms coarse grain scalable (CGS) mode.

Kalvein Rantelobo; Wirawan; Gamantyo Hendrantoro; Achmad Affandi; Hua An Zhao

This paper proposes an adaptive combined scalable video coding (CSVC) system for video transmission over MIMO-OFDM (Multiple-Input Multiple-Output-Orthogonal Frequency Division Multiplexing) broadband wireless communication systems. The scalable combination method of CSVC adaptively combines the medium grain scalable (MGS), the coarse grain scalable (CGS) and the scalable spatial modes with the limited feedback partially from channel state information (CSI) of MIMO-OFDM systems. The objective is to improve the average of peak signal-to-noise ratio (PSNR) and bit error rate (BER) of the received video stream by exploiting partial CSI of video sources and channel condition. Experimental results show that the delivered quality using the proposed adaptive CSVC over MIMO-OFDM system performs better than those proposed previously in the literature.

Royyana Muslim Ijtihadie; Yoshifumi Chisaki; Tsuyoshi Usagawa; Bekti Cahyo Hidayanto; Achmad Affandi

As the usage of Learning Management System (LMS) becomes popular in academic institution, demands for sharing learning content among them are getting higher. Such a way could be an alternative way of resource sharing in order to reduce the cost and effort instead of building a high quality material of e-learning content by themselves. Despite the leverage of Internet has been massive, not all places covered by sufficient infrastructure. Some parts of developing country, for example, eastern part of Indonesia, are still suffering unstable connection, availability, frequent disconnection and limited bandwidth. In addition, e-mail technology has been used widely as one of the popular communication tool. Also, its capability of transporting different types of digital content message across multiple and separated network makes it sufficient to be employed in such limited network. This paper discusses the concept and architecture of e-mail based delivery for distributing updates between LMSs in terms of content synchronization among LMSs over limited bandwidth network. A running example on how the system works is described and shows that this system managed to synchronize course content between LMSs by means of e-mail system.

Communication is one of essential elements of a life included the people who live at rural areas. However, in fact telecommunications in rural area get a lot of constraints such as expensive infrastructure, difficult terrain and electrical problem. In this paper, we offer a design of mobile wireless communication based on openWRT as solution for communication in rural areas. This design combines VoIP technology and mesh ad-hoc network implemented on embedded device with openWRT as main firmware. With this technique, we will get a lot of advantages such as mobility, flexibility, low-cost development and implement, and low power consumption. In this paper, we also take measurements from OpenVoice prototype to determine the ability and realibility if handled voice communication.

Muh. Ansto Indrajaya; Achmad Affandi; Istas Pratomo

The ability to perform vehicle tracking is very useful in daily life - today, such as security on personal vehicles, public transportation systems, fleet management and other mass transit. In this study, we designed an application of Geographic Information Systems (GIS) that will be applied to public transport services. This system provides real-time position tracking of each vehicle (taxi) and capable of providing a taxi with the best category for passengers using Dijkstras algorithm. This system can be helpful, especially for passengers who are often too long waiting for a taxi that had been booked and also helps the driver to save fuel consumption because the taxi drivers do not have to drive across town to get the passengers and are just waiting for confirmation sent by this system.

Qurrotul Aini; Mauridhi Hery Purnomo; Achmad Affandi

Gossip algorithm has been applied in static ad hoc networks, in particular Wireless Sensor Network (WSN). The application of the gossip algorithm can serve as membership selection protocol, information dissemination, and network topology. The advantage of gossip algorithm can be implemented on mobile services including ad hoc network between fishing vessels called Vessel Messaging System (VMeS). VMeS is an ad hoc solution for vessels with 30 gross tonnages in Indonesia due to high operating costs for traditional fisherman; it means communication among fishing vessels were not installed with Vessel Monitoring System (VMS). This paper compares the performance results of two routing protocols in VMeS environment. To accomplish our goals, we selected three performance metrics: delay, throughput, and Packet Delivery Fraction (PDF). We performed simulations of two ad hoc routing protocols: AODV and AODV+G using NS-2.35. It shows that AODV+G only has average delay 20% better with 10 nodes in simulation 200 s both data rate, and other metrics show almost the same results. This indicates the possible implemented in AODV+G routing protocol in VMeS. Although, its need a way to improve delay performance to become optimum.

Edi Prihartono; Achmad Affandi; Istas Pratomo

Voice over Internet Protocol (VoIP) is the development of information and communication technology nowadays, which provide the ease of communication through Internet Protocol (IP) in real-time. Voice Quality in VoIP is a major constraint in this communication model which is one of the causes is due to the performance of VoIP Server used. The poor performance of the server is strongly affect the quality of the sound and could not even interconnect between clients. In this research, tests and measurements on the performance of VoIP Server which was built using MR3020 Router devices will be carried out directly. The tests and measurements are conducted to find out how many of VoIP calls can be served by the VoIP Server. The result of the tests and measurements in real-time is, VoIP Server able to serve a number of calls with good quality, total of 12 pairs of calls, with a throughput of 0.473 Mbit per second. This means call services has doubled if compared to VoIP from another devices, with the same method of handling the media.
