Terceirização do trabalho docente à luz da responsabilidade social da educação superior

This article focuses on understanding the outsourcing of teaching in private higher education, carried out by means of labor cooperatives, under the light of the social responsibility of higher education. It conceptualizes social responsibility by focusing on two approaches: normative, which is legal in nature, and the ethical, which is directed to human development. The author examines the ethical coherence there must be in the university management process when addressing the requirements of maximizing resources aimed at gains in competitiveness, with the principles and values that should guide the educational endeavors within a scenario marked by the requirements and demands of the State and of society for the increased social responsibility of higher education, especially in the private sector.

Avaliação educacional: o estado do conhecimento da Revista Ensaio: Avaliação e Políticas Públicas em Educação (1993-2008)

Este artigo aborda o estado do conhecimento da producao cientifica na area de avaliacao educacional veiculada pela Revista Ensaio: Avaliacao e Politicas Publicas em Educacao, um dos principais periodicos disseminadores da producao cientifica brasileira na area da avaliacao da educacao. De um universo de 418 textos publicados pela Revista, no periodo de 1993 a 2008, foram selecionados 204 artigos sobre avaliacao educacional, identificando-se: eixos tematicos predominantes, paises de origem, procedencias institucionais, distribuicoes regionais e tendencias existentes em termos das metodologias de pesquisa adotadas. Constatou-se que a Revista em questao e uma publicacao essencialmente brasileira, destacando-se pela grande concentracao de artigos que abordam a avaliacao educacional em nivel institucional, com prevalencia significativa dos estudos de cunho teorico e maior concentracao de producao cientifica em instituicoes do eixo Rio de Janeiro-Minas Gerais, bem como do Ceara, este ultimo fora da regiao sudeste do pais.

Academic rankings in higher education: trends of international scientific literature

This article presents the state of the question about global academic rankings implications in higher education. Among thousands of studies located in international scientific bases, 23 scientific papers were selected as corpus of analysis. Implications were organized into three groups: internationalization and competition; governance and autonomy; and, quality and productivity. The scientific literature presents universities, worldwide, looking for better positions in the academic rankings, eventually supported by national governments, aiming to join the select circuit of World Class Universities. Noteworthy encouraging the internationalization of higher education institutions, especially in Asian countries, by increasing the publication of scientific articles and, often, by the partnerships to import models consolidated from the universities that are in the top of the rankings.

O Prêmio Escola nota 10: meritocracia e cooperação para a melhoria do desempenho escolar

This article analyzes the “Premio Escola Nota 10” [Maximum Score School Award] project, created in 2009 by the state of Ceara, Brazil, in order to serve as a inducing policy for the improvement of the results of public schools in school performance indicators of the “Sistema Permanente de Avaliacao da Educacao Basica do Ceara” (SPAECE) [Basic Education Permanent Evaluation System of Ceara state]. The award is intended to a total of 300 elementary schools, being 150 of the second grade, and 150 of the fifth grade., that present, among other requirements, high school performance. The awarded schools receive funding to implement educational projects. The prize money is passed to each awarded school in two fractions: 75% in the first one and 25% in the second. The transfer of the second amount is conditioned mainly to the realization of technical and pedagogical cooperation actions that contribute to the educational improvement of the schools that presented poor performance. The differential of this project, in addition to recognizing the work done by schools that achieved high performance, is its ability to induce cooperative relationships by means of the transfer of knowledge and experience from high performance schools to poor performance schools.

Ensino superior privado: expansão das cooperativas de mão de obra docente

Este artigo aborda a terceirizacao de professores por meio de cooperativas de mao de obra no âmbito do ensino superior privado, fenomeno educacional que surgiu na metade da presente decada, enquadrado como pratica ilegal que fere os principios do cooperativismo quando visa fraudar a legislacao trabalhista brasileira. Tem por objetivo compreender a expansao desse fenomeno por meio da reconstrucao da cronologia dos fatos, da identificacao dos momentos historicos do seu entendimento legal e do mapeamento da sua expansao geografica, a partir da identificacao de casos concretos que envolveram a atuacao da Justica do Trabalho, do Ministerio Publico do Trabalho e outros orgaos do Poder Publico. Apoiando-se em pesquisa qualitativa, sao identificados quatro momentos claramente definidos que vao desde o surgimento dos primeiros casos ate a punicao das instituicoes de ensino superior que adotaram o sistema contratual em questao.

Responsabilidade social da educação superior: mapeamento e tendências temáticas da produção científica brasileira (1990-2011)

Este articulo analiza la produccion cientifica sobre la responsabilidad social de la educacion superior (RSES), con base en tesis de doctorado y disertaciones de maestria defendidas en Brasil de 1990 a 2011. Metodologicamente, es un estudio bibliografico de tipo estado del arte. Tras la construccion de la linea del tiempo de la produccion cientifica, se mapearon las areas de conocimiento predominantes, las regiones geograficas de origen y la procedencia institucional. Se identificaron tres ejes tematicos: gestion universitaria, aspectos teorico-conceptuales y normativos, y formacion universitaria. En el ambito de los estudios producidos en maestrias academicas y doctorados, se constato que la tematica RSES es esencialmente multidisciplinar, que desafia, particularmente, a los programas de posgrado en administracion y en educacion, con destaque para estudios sobre la gestion universitaria, objetivando no solo el buen desempeno en el mercado educativo, sino tambien la formacion para el desarrollo humano.This article analyzes the scientific production regarding the social responsibility of higher education (RSES) from doctoral theses and dissertations defended in Brazil, from 1990 to 2011. Methodologically, it is a state-of-the-art bibliographic study. After the construction of the timeline of the scientific production, the prevalent areas of knowledge were identified, the geographic regions of origin and the institutional origin. Three topics were identified: university management, theoreticalconceptual aspects and normative and higher education. Among the studies produced in academic master’s and doctoral degrees, it was found that the theme RSES is essentially multidisciplinary, challenging mostly the post graduate programs in management and in education, especially studies about university management, aiming not only at good performance in the educational market, but also the training for human development.
