This paper makes a critical analysis of the German procurement process in the public sector, based on a case study carried out at Karlsruhe University. The research protocol for the field study was developed in three phases: direct dialogue with the head of the department, document analysis, and semi-structured interviews. Data collection was concerned with both the analysis of the organization as well as with the mapping of project activities. A detailed study was carried out on a single construction project in order to enable the development of a value stream map of the procurement macro processes. Based on the data, the authors present a set of proposals for a radical improvement in the German procurement process, focusing on shortening the cycle time, increasing transparency and improving value generation. The study reinforces the need for more research focused on lean production concepts and principles in the public sector. By identifying radical improvement opportunities in the German procurement process, it may be possible to convince politicians and decision makers to change structures of responsibilities and to apply lean principles in public administration. The paper appears to be one of the first studies to apply lean principles into the procurement process of governmental organizations, in order to simplify processes, reduce waste and better allocate resources in order to add more value for the end-users.

A gestao de pontes lida principalmente com a priorizacao das necessidades de manutencao, planejamento dos procedimentos para realizar a manutencao como tambem a otimizacao do custo do ciclo de vida da ponte. Neste contexto, as tecnicas de mineracao de processos apresentam-se como uma contribuicao ao procedimento de inspecao, uma vez que permitem extrair informacoes de processos por meio de logs de eventos, conhecer o processo e propor melhorias. Este artigo teve como objetivo analisar um processo de Inspecao de Pontes, utilizando a mineracao de processos para identificar informacoes importantes e contribuir para o aprimoramento das atividades de vistoria de pontes de concreto armado. Observou-se que nao ha variacoes preocupantes no processo, apesar da necessidade de controlar o registro das atividades para obter uma analise mais precisa do processo.

The text presents some concepts on sustainable development and sustainability, in addition to the set of indicators proposed and actions suggested for points with potential for improvement.

This work aims to improve the information flow diagram of the bidding process of a work in progress of an University Federal (UF) from Brazil aimed at obtaining environmental LEED certification. The research was divided into two parts, the first a review of literature regarding the LEED certification was made and in the second part of field research was conducted in the site of UF. The conclusion of study indicates that the government is able to make buildings with more sustainable criteria, even the systems of environmental certification. However, the main intervention must come from changing interest by managers of UF and especially their awareness regarding the importance of the subject.

This article presents an analysis of the main reference models of Product Development Process (PDP) and specificities of the telecommunications industry. The research instruments used to collect the data was semi-structured interviews, direct observation and document analysis in two companies, in order to map and analyze their PDP. It was noticed that there was similarity of the steps of the Case Studies PDP with the reference models, especially the model of [4]. The main differences were the feasibility analysis, the assessment by the customer of the preliminary product concepts, and the emphasis on commercial and operational development. It was also noted that the PDP of the companies had no strong influence of practices and business processes. Their PDP were more involved in the strategy area, infrastructure and with the product of eTOM framework.
