GESTÃO ESCOLAR EM INSTITUIÇÕES DE ENSINO MÉDIO: ENTRE A GESTÃO DEMOCRÁTICA E A GERENCIAL

A gestao democratica das escolas publicas encontra-se na agenda da politica educacional do governo brasileiro, notadamente a partir das ultimas decadas do Seculo XX, e se amplia nos anos iniciais do Seculo XXI. Essa mesma concepcao tem se apresentado como uma demanda dos setores organizados dos educadores que, historicamente, pressionaram o poder publico para criar MECanismos de gestao democratica para a administracao das unidades escolares. Este artigo se debruca sobre essa tematica, com base em resultados de uma pesquisa efetuada em escolas publicas estaduais, do ensino medio, do estado do Rio Grande do Norte, procurando destacar como a gestao escolar se organiza, considerando duas dimensoes desse processo: o projeto politico-pedagogico e os conselhos escolares. Os resultados do estudo evidenciam a implementacao de MECanismos de gestao democratica nas escolas, mas tambem a presenca de MECanismos gerenciais para conduzir as acoes da escola.

Gestão educativa gerencial: superação do modelo burocrático?

The study discusses the changes in public management and their impacts on the educational field from the adoption of the flexible model production. It is based on the assumption that the changes in contemporary societies were influenced by the need to reorganize the capital that, in crisis, tried to overcome the Taylor/Ford production model, by implementing a more agile, more flexible one to meet the current demands of the market. For the implementation of the new public management, the Latin American countries started to use strategies based on the business model and the criteria of efficiency, effectiveness and productivity. This new management paradigm advocated replacing the bureaucratic model of management by a decentralized model, with focus on customer service. These guidelines have a broad impact on the educational management and were disseminated by international organizations. Studies show that the management model has been unable to overcome the bureaucratic model of management that existed within the school, which is found in the transformation of a bureaucratic flexibility, consistent with the new model of production.The study discusses the changes in public management and their impacts on the educational field from the adoption of the flexible model production. O Plano de Ações Articuladas no contexto do federalismo brasileiro: instrumento de colaboração intergovernamental?

O artigo discute o Plano de Acoes Articuladas (PAR) no contexto do federalismo brasileiro. Seu objetivo e analisar se o referido Plano tem favorecido a colaboracao intergovernamental no campo educacional, em consonância com o regime federativo cooperativo, o qual pressupoe relacoes intergovernamentais interdependentes. A pesquisa bibliografica e documental revelou que ainda que o PAR tenha favorecido a interacao das equipes do MEC com as secretarias locais bem como a coordenacao federativa exercida pelo governo federal, nao e possivel afirmar que o Plano tenha sido capaz de efetivar a colaboracao intergovernamental no campo educacional brasileiro, haja vista que a colaboracao vai alem da coordenacao ao requerer o compartilhamento das tomadas de decisoes e o exercicio conjunto das competencias compartilhadas.

O artigo discute as relacoes intergovernamentais (RIG) no federalismo brasileiro, evidenciando a articulacao entre os entes federados para a formulacao e execucao de politicas, discute sua concepcao e relacoes, e a necessidade de redefinir as competencias das unidades subnacionais. Remete a analise da presenca municipal na estrutura federativa brasileira, sua interacao com os demais entes e ao problema do regime de colaboracao, frente as dificuldades dos processos de descentralizacao.

Políticas educativas em contextos globalizados: a expansão do ensino superior em Portugal e no Brasil

Este artigo analisa a configuracao que o ensino superior assume no contexto das mudancas ocorridas, nas ultimas decadas, no cenario internacional, destacando aspectos relativos a situacao de Portugal e do Brasil. Parte-se do pressuposto de que as instituicoes de ensino superior enfrentam, no actual momento historico, novos desafios para responder as exigencias das sociedades globalizadas que, dentre outras caracteristicas, atribuem uma centralidade ao conhecimento. Mais especificamente, o artigo discute as diferentes estrategias adoptadas por Portugal e pelo Brasil para promover o processo de expansao do ensino superior, destacando como eixo central a diversificacao institucional. Demarca-se na analise que, apesar da existencia de tendencias globais nas politicas de expansao desse nivel de ensino, e necessario analisa-las tendo em conta as especificidades proprias de cada pais, tanto no que concerne ao processo de expansao da educacao superior quanto a sua insercao na economia globalizada.
