The valuing of the indicator of a regional industrial development: The fuzzy logic approach

The article discusses the possibility of valuing of the aggregated industrial development level index for the region by fuzzy-set method. Input variables were determined based on System of regional indicators (SRI) in the component of the ≪Industry and Entrepreneurship≫. In the study identified the factors influencing the industrial development level of the region, formed the linguistic scale for evaluation of an aggregated index, and calculated the index for the Murmansk and the Yamalo-Nenets District of Russia. Assessment and comparison of the industrial development level of regions was made. The indicator can be used to monitor the industrial development of the regions and decision making in development of regional economic policy.

Environmental management on the basis of Complex Regional Indicators Concept: case of the Murmansk region

The article presents an approach to sustainable environmental development of the Murmansk region of the Russian Federation based on the complex regional indicators as a transformation of a balance scorecard method. The peculiarities of Murmansk region connected with sustainable environmental development are described. The complex regional indicators approach allows to elaborate the general concept of complex regional development taking into consideration economic and non-economic factors with the focus on environmental aspects, accumulated environmental damage in particular. General strategic chart of sustainable environmental development of the Murmansk region worked out on the basis of complex regional indicators concept is composed. The key target indicators of sustainable ecological development of the Murmansk region are presented for the following strategic chart components: regional finance; society and market; industry and entrepreneurship; training, development and innovations. These charts are to be integrated with international environmental monitoring systems.

The application of the fuzzy set theory to counting a regional innovative development indicators: The case of the Yamal region of the Russian Federation

The goal of the research was the calculating of the aggregated indicator of innovation development level in a region based on the fuzzy logic theory. Applying the fuzzy logic approach for aggregate indicators estimating allows to take experts assessments into account which is especially important when the statistic data is insufficient or lean. As the result there were defined factors affecting the innovation development level of a region, there was defined a linguistic scale for the aggregated indicator, the indicator was calculated for the Yamal region of Russia. The method could be applied to monitoring of innovation development of the Russian regions.

The chapter discusses the problem of the formation of social investment in Russia. Obstacles to the development of social investment are considered. The problem of the influence of the human factor on the social activity of companies is analyzed. The research identification of the reaction of the internal stakeholders of a corporation in carrying out the social activity of the company enables the main factors that guide the corporation during the implementation of social investment projects to be identified. Recommendations are formed for corporations to enhance social activity.

Nowadays, the enterprises are searching for competitive advantage concerning quality of products, application of modern information and telecommunication technologies (ICT), implementation of modern concepts and tools of management as well as proper support of decision making process. To achieve this, enterprises need to possess the ability of the knowledge potential proper usage because widely understood enterprise’s development is connected both with the permanent wining, transformation and usage of knowledge and information. This approach allow for the enterprises transformation into the knowledge-based enterprise. The goal of this paper is to determine a fuzzy sets theory to the decision making process for the knowledge-based enterprise management which allows to involve human experience into the process of strategic choice.

The application of the fuzzy sets theory to valuing cumulative labor potential of the region

The article considers the application of the fuzzy sets theory to valuing cumulative labor potential of the region. Input variables for assessment were determined on the basis of the “Society and market” component of the System of Regional Indicators (SRI). As a result the factors influencing the cumulative labor potential quality of the of the region were determined, a linguistic scale for estimating this aggregated indicator was formed, the proposed indicator was calculated for Far North region of the Russian Federation. The using of fuzzy logic for obtaining aggregated indicators of the socio-economic systems development allows including an expert assessments in the analysis, which is especially important in insufficiency or poor quality of statistical information. The cumulative labor potential can be used as one of indicators for monitoring the socio-economic development of the region.

Human and Economic Factors of Long-Distance Commuting Technology: Analysis of Arctic Practices

The important problem of Arctic zone of Russia development is the development technology choice, because of some specific features of this territory. One of the possible alternatives is long-distance commuting technology. This type of work organization becomes more and more actual for extractive industry, for construction and services all over the world. It is especially important for remote regions, like Arctic, and for regions where the qualified labor force is not accessible. Long-distance commuting technology (fly in/fly out, shift work) has some advantages and disadvantages. Advantages are connected with economic indicators of work, and disadvantages—with social aspects of this technology. Productivity evaluation shows long-distance commuting technology is efficient for development of new areas and industries in remote regions. But it is also efficient to maintain existing industries and settlements with existing infrastructure permanently. So the development technology depends on the regional conditions.

Valuing of Economic Efficiency of University Spin-Offs: Case of Peter the Great St. Petersburg Polytechnic University

The goal of the paper is to propose the method of valuing of economic efficiency and present the results of this method application to the spin-off of Peter the Great St. Petersburg Polytechnic University. The study of profitability and efficiency of performance of the one university spin-off based on proposed method shows the economically stable position of the entity during the decade under study and, thus, thoroughly confirms the undoubted scientific and technical potential of the company on the one hand, and high economic efficiency of innovations on the other hand. Thus the results of analysis and valuing of efficiency of the university spin-off performance prove the ability of proposed method to work. The method may be used as the source of information for decision making by managers of university spin-offs and potential investors.
