A framework to implement Stakeholder participation in environmental projects

Participation has emerged as an appropriate approach for enhancing natural resources management. However, despite long experimentation with participation, there are still possibilities for improvement in designing a process of stakeholder involvement by addressing stakeholder heterogeneity and the complexity of decision-making processes. This paper provides a state-of-the-art overview of methods. It proposes a comprehensive framework to implement stakeholder participation in environmental projects, from stakeholder identification to evaluation. For each process within this framework, techniques are reviewed and practical tools proposed. The aim of this paper is to establish methods to determine who should participate, when and how. The application of this framework to one river restoration case study in Switzerland will illustrate its strengths and weaknesses.

Ecology of testate amoebae (Protozoa : Rhizopoda) in Sphagnum peatlands in the Jura mountains, Switzerland and France

Testate amoebae (Protozoa) living in Sphagnum peatlands are important environmental and paleoecological indicators. The distribution of these animals is closely related to soil moisture variables. This study examines the ecology of sphagnicolous testate amoebae near the southern limit of bogs in Europe. A total of 64 samples were collected for analysis of testate amoebae from six peatlands in the Jura region of Switzerland and France. Eleven site-specific ecological variables, six of which were soil-moisture related variables, were measured at each site. The data were subjected to weighted averaging, jack-knifing, cluster analysis, canonical correspondence analysis, and the indicator value method to model relationships between testate amoebae distributions and environmental variables. Testate amoebae abundance showed a direct relationship with pear pH and depth to water table. Strong relationships were with sites that had a water table less than 41 cm deep. In drier sites with water table depth greater than 41 cm, other factors such as soil porosity and water holding capacity were more important compared to the wetter sites. Though there was a strong relationship between restate amoebae faunas and soil moisture content and porosity, these two variables could not be confidently predicted. Testate amoebae in peatlands in this region appear to be sensitive to peat pH and water tables. Further work is needed to explore relationships between restate amoebae, soil moisture, and porosity.

Above- and belowground linkages in Sphagnum peatland: climate warming affects plant-microbial interactions

Peatlands contain approximately one third of all soil organic carbon (SOC). Warming can alter above- and belowground linkages that regulate soil organic carbon dynamics and C-balance in peatlands. Here we examine the multiyear impact of in situ experimental warming on the microbial food web, vegetation, and their feedbacks with soil chemistry. We provide evidence of both positive and negative impacts of warming on specific microbial functional groups, leading to destabilization of the microbial food web. We observed a strong reduction (70%) in the biomass of top-predators (testate amoebae) in warmed plots. Such a loss caused a shortening of microbial food chains, which in turn stimulated microbial activity, leading to slight increases in levels of nutrients and labile C in water. We further show that warming altered the regulatory role of Sphagnum-polyphenols on microbial community structure with a potential inhibition of top predators. In addition, warming caused a decrease in Sphagnum cover and an increase in vascular plant cover. Using structural equation modelling, we show that changes in the microbial food web affected the relationships between plants, soil water chemistry, and microbial communities. These results suggest that warming will destabilize C and nutrient recycling of peatlands via changes in above- and belowground linkages, and therefore, the microbial food web associated with mosses will feedback positively to global warming by destabilizing the carbon cycle. This study confirms that microbial food webs thus constitute a key element in the functioning of peatland ecosystems. Their study can help understand how mosses, as ecosystem engineers, tightly regulate biogeochemical cycling and climate feedback in peatlands.

Structure of microbial communities in Sphagnum peatlands and effect of atmospheric carbon dioxide enrichment

In laboratory experiments, bacterioplankton were incubated under different nutrient conditions, and the percentage of bacteria exhibiting a polysaccharidic capsule (capsulated bacteria) and that of CTC (cyanotetrazolium chloride)-positive and therefore metabolically highly active bacteria were determined. In these seawater cultures amended with nutrients more than 95% of the CTC-positive cells exhibited a capsule. During two cruises, one to the North Atlantic and one to the North Sea, we investigated the distribution of capsulated bacteria throughout the water column. Capsulated bacteria were generally more abundant in eutrophic surface waters than in deeper layers or more oligotrophic regions. In the upper 100 m of the North Atlantic, about 6–14% of the total bacterioplankton community was capsulated, while in the layers below 100 m depth, 97% of the bacteria lacked a visible capsule. The percentage of capsulated bacteria correlated with bacterial abundance and production, and chlorophyll a concentration. Also, the bioavailability of DOC (dissolved organic carbon), estimated by the ratio between bacterial production and DOC concentration, significantly correlated with the percentage of capsulated bacteria. In the North Sea, the contribution of capsulated bacteria to the total number of bacteria decreased from the surface (3 m depth) to the near-bottom (25–35 m) layers from 20% to 14% capsulated bacteria. In the nearshore area of the North Sea, about 27% of the bacteria exhibited a capsule. Overall, a pronounced decrease in the contribution of capsulated bacteria to the total bacterial abundance was detectable from the eutrophic coastal environment to the open North Atlantic. Using this epifluorescence-based technique to enumerate capsulated bacterioplankton thus allowed us to routinely assess the number of capsulated bacteria even in the oceanic water column. Based on the data obtained in this study we conclude that almost all metabolically highly active bacteria exhibit a capsule, but also some of the metabolically less active cells express a polysaccharide capsule detectable with this method.

Exploitation of northern peatlands and biodiversity maintenance: a conflict between economy and ecology.

Peatlands are ecosystems of exceptional conservation value because of their beauty, biodiversity, importance in global geochemical cycles, and the paleoenvironmental records they preserve. Commercial extraction and drainage for forestry or agriculture have caused the destruction of many peatlands, especially in or close to urban areas of the northern temperate zone. Are these commercial and environmental interests irreconcilable? A close analysis suggests that limited peat extraction may actually increase biodiversity in some cases, and may be sustainable over the long term. As we learn more about how peatlands spontaneously regenerate following disturbance, and what conditions govern the re-establishment of a diverse community and the ability to sequester carbon, we increase our chances of being able to restore damaged peatlands. Preserving the chronological records hidden in the peat profile, the natural heritage value of peatlands, and the bulk of sequestered carbon, however, will remain incompatible with any form of exploitation.

Growth potential of three Sphagnum species in relation to water table level and peat properties with implications for their restoration in cut-over bogs

1. Growth in length and weight of three species of Sphagnum (S. fuscum, S. magellanicum and S. fallax) was studied in a glasshouse experiment. The Sphagnum mosses were cultivated at natural density on cores of five different peat types, representing a gradient of increasing disturbance. Two water levels were controlled and maintained to simulate natural and drained situations. 2. Significant differences in the growth of the three Sphagnum species were observed. Canonical multivariate analyses showed decreasing influence by explanatory variables in the order: species > water level > peat-type. 3. S. fallax was more sensitive both to water table depth and to peat properties. Yet, in the Swiss Jura Mountains, it is the most widespread species in paludification processes of drained bogs after the cessation of peat mining or harvesting. This apparent paradox is discussed. 4. Feat type was influential only when the water table was maintained at a low level (-40 cm), simulating drained conditions. Results of analyses taking into account peat physical and chemical properties show that drained sites undergo a strong chemical disturbance, which, in turn, affects the growth of Sphagnum mosses. However, depending on the evolution of the peat, a particular combination of chemical and physical properties may favour the growth of Sphagnum mosses even at a low water table. 5. In setting priorities for bog restoration, S. fallax should be favoured as a pioneer to stimulate a rapid colonization and recovery of Sphagnum lawns on which other species, more characteristic of the ombrotrophic bog environment, can re-establish.

Climatic modifiers of the response to nitrogen deposition in peat-forming Sphagnum mosses: a meta-analysis

Peatlands in the northern hemisphere have accumulated more atmospheric carbon (C) during the Holocene than any other terrestrial ecosystem, making peatlands long-term C sinks of global importance. Projected increases in nitrogen (N) deposition and temperature make future accumulation rates uncertain. Here, we assessed the impact of N deposition on peatland C sequestration potential by investigating the effects of experimental N addition on Sphagnum moss. We employed meta-regressions to the results of 107 field experiments, accounting for sampling dependence in the data. We found that high N loading (comprising N application rate, experiment duration, background N deposition) depressed Sphagnum production relative to untreated controls. The interactive effects of presence of competitive vascular plants and high tissue N concentrations indicated intensified biotic interactions and altered nutrient stochiometry as mechanisms underlying the detrimental N effects. Importantly, a higher summer temperature (mean for July) and increased annual precipitation intensified the negative effects of N. The temperature effect was comparable to an experimental application of almost 4 g N m(-2)  yr(-1) for each 1°C increase. Our results indicate that current rates of N deposition in a warmer environment will strongly inhibit C sequestration by Sphagnum-dominated vegetation.

The palaeoecological history of the Praz-Rodet bog (Swiss Jura) based on pollen, plant macrofossils and testate amoebae (Protozoa)

Stratigraphy, radiocarbon dating and analyses of pollen, plant macrofossils and testate amoebae were used to reconstruct the development and ecology of a small raised bog in a karst-dominated landscape in the Swiss Jura Mountains. Special focus was on past vegetation and on the history of Pinus rotundata in relation to anthropogenic and climatic influences. Testate amoebae were used to reconstruc-t past local soil pH and water-table depth. The inferred development of the Praz-Rodet bog typifies a classic hydroseral tefrestrialization of a small basin. Two features are specific for this site. First, the bog was much wetter than today for a long period; according to our hypothesis, this only changed as a consequence of human activities. Second, two hiatuses are present at the coring location (Younger Dryas--early Preboreal, and 4700-2800 cal. yr BP), the former probably caused by low lake productivity due to cold temperatures and the latter by the erosional activity of the adjacent small river. The date of 2800 cal. yr BP for renewed peat accumulation may be related to climatic change (Subboreal-Subatlantic transition). Pollen indicators failed to show one hiatus: an apparently complete pollen sequence is therefore no guarantee of an uninterrupted sediment accumulation. Evidence of early minor human impact on the vegetation in the Joux Valley dates back to c. 6850 calendar years, congruous with the early Neolithic in the Jura Mountains. The history of Pinuis rotindata appears to be more complex than previously believed. Human activity is clearly responsible for the present abundance of this species, but the tree was naturally present on the bog long before the first evidence of important human disturbance of the site (1500 cal. yr BP). It is suggested that, in karst-dominated landscapes, dense forests growing on mineral soils around raised bogs may significantly reduce summer evapotranspiration by acting as windbreaks. Forest clearance results in increased evapotranspiration, causing a lowering of the water table on the bog and a modification of the vegetation cover. This hypothesis has implications for the management of similar small raised bogs in karst-dominated landscape.

Modeling Social-Ecological Feedback Effects in the Implementation of Payments for Environmental Services in Pasture-Woodlands

An effective implementation of payment for environmental services (PES) must allow for complex interactions of coupled social-ecological systems. We present an integrative study of the pasture-woodland landscape of the Swiss Jura Mountains combining methods from natural and social sciences to explore feedback between vegetation dynamics on paddock level, farm-based decision making, and policy decisions on the national political level. Our modeling results show that concomitant climatic and socioeconomic changes advance the loss of open grassland in silvopastoral landscapes. This would, in the longer term, deteriorate the historical wooded pastures in the region, which fulfill important functions for biodiversity and are widely considered as landscapes that deserve protection. Payment for environmental services could counteract this development while respecting historical land-use and ecological boundary conditions. The assessed policy feedback process reveals that current policy processes may hinder the implementation of PES, even though a payment for the upkeep of wooded pasture would generally enjoy the backing of the relevant policy network. To effectively support the upkeep of the wooded pastures in the Jura, concomitant policy changes, such as market deregulation, must also be taken into account.

Modern pollen assemblages from grazed vegetation in the western Pyrenees, France: a numerical tool for more precise reconstruction of past cultural landscapes

Modern pollen assemblages from grazed vegetation in the Pyrenees Mountains (France) were studied with the aim of providing a calibrated model for reconstructing past pastoral activities. The modem analogues were selected to cover the major gradients of grazing pressure and degree of openness. The vegetation was surveyed by means of the synusial integrated method, assessing the structure and the patchiness of the pastoral phytoceonoses. A correlative model (Redundancy analysis) was devised relating 61 modern pollen spectra with 37 explanatory vegetation and land-use variables. It was shown that wooded, open grazed and nitrophilous sites are clearly separated from one another and that the model can be simplified using three relevant vegetation types as explanatory variables: dry heathland, semi-open oak forest and overgrazed community, respectively related to gradients of openness, soil richness and grazing pressure. When reconstructing past pastoral activities with fossil pollen spectra, it is important to consider scale-dependent influences of plant species. Low frequencies of well-dispersed taxa such as Artemisia, Chenopodiaceae, Plantago lanceolata and Plantago majorlmedia must be interpreted with care since they reflect more regional, rather than local, input into the pastoral landscape. In contrast, the simultaneous occurrence of Asteroideae, Cichorioideae, Cirsium-type, Galium-type, Ranunculaceae, Stellaria-type and Potentilla-type pollen is clearly related to grazing on a local scale. Calculation of Davis indices also shows that Cichorioideae, Galium-type and Potentilla-type indicate the very local presence of the corresponding plants. These pastoral plant indicators may have a limited geographical validity, ie, mountainous regions with crystalline bedrock, which may indeed also provide the framework for the application to fossil spectra of the modem pollen/vegetationAand-use models presented here.
