The magnitude of the environmental and social problems due to urbanization, industrialization and exhaustion of natural resources has shown an increase in the impact on health and environment. Paradoxically, the consumption patterns demand for the expansion in the industrial production based on the exploitation of the non-renewable resources, which technological risks, especially from the petrochemical industry, have put difficulties on the risk control and health surveillance. The petroleum refining is an activity potentially damageable to the environment and human health, particularly to workers. The main objective of this study was to characterize the scenarios of risk to environmental health due to an oil refinery installation in the Metropolitan Region of Recife (Pernambuco). Based on secondary data and literature review, a Social Reproduction Matrix was made contextualizing the problems in the biological, consciousness and conduct, economic, policy and ecological dimensions, enabling to presume the risks to support the health surveillance development and organization in the state, with intersectoriality, social participation, and able to intervene on risks and prevent diseases among the workers and people in the territory.

Relying on a chemical war against the vector tends to pacify the population with false security, while a broad programme for better sanitary urban conditions could generate social mobilisation and co-responsibility of the population. Improvement of sanitary conditions is a long-term investment in population health, while pesticide use will have to be repeated. INTRODUCTION Understanding the epidemiologic profile of a particular disease is key to undertake health actions. To that end, information systems that present quality data help in the decision-making process and demonstrate the impact of the problems. OBJECTIVE To analyze the contribution of health information systems for the characterization of pesticide poisoning through SINAN, CEATOX and SIM in the State of Pernambuco. METHOD In this study, the completeness and consistency of the data were assessed, as well as the epidemiological profile of pesticide poisoning in Pernambuco in the period from 2008 to 2012, based on the following Health Information Systems: Center for Toxicological Assistance of Pernambuco (CEATOX), Notifiable Diseases Information System (SINAN) and Mortality Information System (SIM). RESULTS The data revealed incompleteness and inconsistencies in information. Regarding the profile, females are more affected in the morbidity profile, and men have a higher mortality rate. Poisoning was more frequent in young adults with low educational level. With regard to the circumstances, most of the cases were suicide attempts, unique acute cases and not related to work. Despite suggesting underreporting, the data showed that persons engaged in agriculture are most commonly affected. CONCLUSION The strengthening of these systems is necessary for the generation of consistent information that support health policies for the population groups involved.

Abstract This article presents a study on the environmental conflicts over water in states directly involved in the context of the Integration Project of the San Francisco River in Northeastern Brazil. It is based on an approach guided by the social determination of health involving the relationships between the use of natural resources, political domination and economic ownership that underlie the processes of environmental injustice. A transversal, descriptive, and observational study was carried out. The data-base from the Pastoral Land Commission—which monitors conflicts over water—was used as a source of information. The states of Ceara, Paraiba, Per-nambuco and Rio Grande do Norte were chosen as scope for the study. The conflicts were characterized according to state, status and the number of affected families. We observed that conflicts existed in all states studied, but especially in Ceara and Pernam -buco. We, thus, concluded that the water transposi -tion project for the Sao Francisco river worsens environmental conflicts involving indigenous populations and others vulnerable groups rooted in the territories that demand access to the water.Keywords: Health; Environment; Environmental conflicts; Development; Territory.

Para a licenca de implantacao de um empreendimento, exige-se o Estudo e Relatorio de Impacto ambiental (EIA/RIMA). O Nordeste sera sede da mais nova refinaria do Brasil. As refinarias sao grandes promotoras de impactos ambientais negativos. Por isso, este artigo analisa a insercao da interrelacao saude, trabalho e ambiente no Estudo e Relatorio de Impacto Ambiental da Refinaria do Nordeste (RNEST). Utilizou-se a analise narrativa de conteudo manifesto, tomando como referencia a matriz de analise de estudos de impacto ambiental. Conclui-se que o EIA/RIMA da RNEST nao considerou a interrelacao saude, trabalho e ambiente. Constatou-se um mecanismo de postergacao para os riscos aos trabalhadores, a comunidade e para a saude publica. Os novos riscos e formas de adoecer e morrer nas areas de influencias resultado do modelo de desenvolvimento marcado pela injustica ambiental nao foram considerados. Os municipios nao estao sendo chamados a refletir estas questoes. Cabe a vigilância dos direitos fundamentais das pessoas; dos ambientes, da vida social, incorporando a preocupacao com a sustentabilidade social. Importa a intersetorialidade e o fortalecimento das organizacoes sociais atuando sobre os riscos evitando o adoecimento, considerando pelo menos questoes de ordem habitacional, cultural, ambiental, educacional, de emprego e renda e da saude, os quais agravam as desigualdades sociais existentes.
