Mexican Municipalities and the Flypaper Effect

We investigate the phenomenon of flypaper effect and its relationship with the local tax effort by using a panel data comprising approximately 48 percent of the Mexican municipalities. Our estimations based on the difference and system GMM estimators confirm the existence of flypaper effect. Moreover, we find evidence to suggest that the municipalities are likely to experience substitution effect, i.e., the lower levels of tax effort. We also find that the magnitude of the flypaper effect is an increasing function of the economic well-being of municipalities.

Short-Term Morbidity & Employment Guarantee Scheme: Evidence from India

Health inequality across various social groups has profound implications for understanding and lessening of socioeconomic inequality. This study is an endeavor in that regard and attempts to investigate the role of Employment Guarantee Schemes (EGS) in influencing health inequality. Using a nationally representative survey data from India and employing Propensity Score Matching, this paper finds that short-term morbidity such as illness, fever and cough were higher for the adults from the households that participated in jobs under the Mahatma Gandhi National Rural Employment Guarantee Act relative to the statistical control group.

Employment Guarantee Scheme and Child Health Outcome: Evidence from MGNREGA Using Propensity Score Matching Analysis

Several studies have examined the effect of employment guarantee schemes on various aspects of participants’ welfare including its role as social safety net. However, the literature is sparse in regards to its effect on children’s health outcomes, as well as the gender discrimination aspect of it. Using survey data from the IHDS 2012, this paper aims to fill these gaps in the literature by analyzing the role of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in influencing children’s health outcomes as proxied by their height and weight. The analysis employs the quasi-experimental technique of Propensity Score Matching to provide causal interpretations. The results suggest that there is evidence, especially for female children, that household participation in NREGA has beneficial impact on health outcomes.
