Resilient blunderers: credit rating fiascos and rating agencies’ institutionalized status as private authorities

ABSTRACT The authority of credit rating agencies (CRAs) has been surprisingly resilient even in the face of recurrent, widely recognized and severe rating failures. This contribution analyses why rating fiascos have had little impact on CRAs’ status as transnational private authorities. This resilience is not only owing to CRAs’ own (genuinely private) sources of authority. Rather, previous public authorization of CRAs as quasi-regulators and the path-dependent politics of post-fiasco re-regulation have institutionally entrenched and legitimated their status as private authorities. Relying on a historical institutionalist approach and focusing on the regulatory setting of the European Union (EU), the article retraces how flawed public policy choices in the past, i.e., granting CRAs a recognized regulatory role, and non-intended institutional dynamics have spawned later regulatory dilemmas in dealing with CRAs’ rating fiascos. Thus, CRAs’ recent mistakes have paradoxically fostered a progressive institutionalization rather than a downgrade of their role as private governors.

Contested stories of commercial security: self- and media narratives of private military and security companies

The article illustrates the potential of narrative analysis as a transdisciplinary method for Critical Security Studies by investigating self-legitimizing narratives of private military and security companies (PMSCs) and contrasting them to the narratives on PMSCs found in the news media. Employing narrative analysis and focusing on the websites of 55 PMSCs and 4 quality US and British newspapers, we reconstruct how PMSCs and the media establish 4 conflicting narratives characterizing PMSCs as technical and military experts vs. incompetent cowboys, professional businessmen vs. exploiting war profiteers, noble humanitarians vs. uncontrolled abusers and proud patriots vs. dirty mercenaries. Our analysis shows that the self-narratives of the PMSCs largely fail to arrive in the public media narratives, although some self-characterizations such as the expert or the businessman resonate somewhat better than others, in particular the strongly romanticizing images of the humanitarian or the patriot. We propose the concept of ‘intertextual narratability’ to suggest that the media reception of PMSCs’ self-narratives is shaped by their (lack of) connectability to existing culturally embedded narratives on PMSCs.

Zehn Erfahrungsberichte zur guten Lehre in den IB und ihre Diskussion durch DidaktikerInnen

Mit dem vorliegenden Beitrag wollen wir den Erfahrungsaustausch zwischen DidaktikerInnen und PolitikwissenschaftlerInnen aus dem Bereich der Internationalen Beziehungen (IB) befordern. Wahrend der Austausch uber Forschungsfragen in den IB stark institutionalisiert ist, bleibt ein vergleichbarer Austausch uber Lehrfragen vollig unterentwickelt. Deshalb »zimmern« sich akademische Lehrkrafte ihre eigene Lehre zumeist selbst zurecht, ohne dass dies mit anderen Lehrkraften diskutiert oder gar durch die Hochschuldidaktik informiert ware. Der Beitrag soll hier gegensteuern, indem er einerseits die Erfahrungen von akademischen Lehrenden dokumentiert und damit fur andere Lehrkrafte nachvollziehbar macht, und indem er andererseits den Blick von DidaktikerInnen auf diese Erfahrungen einfordert und damit einer professionellen Einordnung unterwirft. Wir skizzieren in unse- rem Beitrag zehn ausgewahlte Instrumente/Methoden der Didaktik, basierend auf individuellen Erfahrungen von IB-Lehrenden mit guter Lehre. Wir »spiegeln« diese Erfahrungen mit Einschatzungen erfahrener HochschuldidaktikerInnen.

Dynamiken privater Autorität und die Rolle des Staates: Eine neue Perspektive auf (De-)Privatisierungsprozesse

Dynamics of Private Authority and the Role of the State: A New Perspective on Processes of (De-)Privatization Abstract: This article points out that dynamics of private authority over time and de-privatization processes are analytically and practically crucial, but so far under-researched aspects of private authority and privatization. It argues that more scholarly attention should be paid to these phenomena and advocates a state-focused, but dynamic theoretical approach which takes seriously the empirical possibility that states may play an asymmetric role in the authorization (i. e. privatization) and dis-empowerment (i. e. de-privatization) of private governance actors. For that purpose, it proposes a fruitful and constructive combination (rather than rivalry) of theoretical literatures such as principal-agent theory, political economy research on private authority and historical institutionalism.

Ratingfiaskos und Regulierungsdilemma: Was die Fiaskoforschung aus dem Umgang mit den Fehlern von Ratingagenturen lernen kann

Trotz weithin konsensualer Wahrnehmung und erheblicher Schwere ihrer Ratingfiaskos bestimmen Ratingagenturen weiter (mit) uber die Refinanzierungsmoglichkeiten und -kosten von privaten und staatlichen Schuldnern. Investoren folgen nach wie vor ihrem Kreditwurdigkeitsstandard. Der Status von Ratingagenturen als private transnationale Autoritaten erweist sich als bemerkenswert »fiaskofest«. Dies liegt in erheblichem Mase daran, dass dieser autoritative Status als Governance-Akteure durch fruhere staatliche Autorisierung, aber auch durch (Re-)Regulierungsbestrebungen nach Ratingfiaskos institutionalisiert und festgeschrieben wurde. Der pfadabhangige regulatorische Umgang mit Ratingfiaskos unterstreicht den Mehrwert einer historisch-institutionalistischen Analyseperspektive, die fokussiert, wie in der Vergangenheit liegende - aus heutiger Sicht fehlerhafte - Politikentscheidungen ein spateres Regulierungsdilemma beforderten, welche die Handlungsspielraume bei der lernbasierten Vermeidung von zukunftigen Fiaskos qua Reregulierung einengen. Fur den politischen Umgang mit Fiaskos kommt es oft nicht primar, und schon gar nicht ausschlieslich auf die Eindeutigkeit und Schwere eines Fehlers bzw. hegemoniale Konstruktionen von Fiaskos und deren Resonanz an. Fur die politikwissenschaftliche Analyse von Fiaskos - und insbesondere deren Management und Pravention - gilt es vielmehr, mit geeigneten konzeptuellen und theoretischen Mitteln auch nicht-intendierte institutionelle Dynamiken und historische Pfadabhangigkeiten in den Blick zu nehmen, da diese die politischen Kapazitaten zum effektiven Handeln beim Management und der Pravention von Fiaskos erheblich beschneiden konnen, selbst wenn weithin geteilte Problemwahrnehmungen und Verantwortungszuweisungen vorliegen.
