A clear case of 'doublespeak': the Swedish governmental SEA implementation discourse

Discourse serves as a fundamental prerequisite for human action – as is displayed by the implementation in Swedish local spatial planning of the EU ‘Strategic Environmental Assessment (SEA) Directive’ which forms the focus of this paper. The national Swedish SEA policy discourse, following from the EU Directive, presents a clear case of ‘doublespeak’. The major mobilising metaphor emerging from the discourse analysis is the concept of efficiency backed by the pronouncement of continuity. Major benefits for local spatial planning are outlined while at the same time assurance is given that no new efforts or added costs are foreseen for the municipalities. The role of the SEA is downsized in relation to sustainable development and to the Environmental Impact Assessment of projects. In order to fully interrogate this debate the current paper combines a policy implementation approach with a discourse perspective.

Bioenergy From Agriculture : Challenges for the Rural Development Program in Sweden

ABSTRACT This article addresses the challenges for the EU Rural Development Program (RDP) to promote sustainable bioenergy production from agriculture. Drawing on the Swedish example, we identify opportunities for farmers and discuss agricultural-based bioenergy production in relation to the program objectives for agricultural competitiveness, sustainability and climate effects, and rural development. The sustainability and climate effects of agricultural-based bioenergy can be ascertained only through contextual analysis, and research indicates that rural development may be best promoted through local collaborative energy systems. Contrasting two ideal-type roles farmers may assume in bioenergy production, we discuss Swedish institutional contexts of energy production. In Sweden, the national energy policy tends to favor large-scale energy solutions and farmers taking on the roles as suppliers of primary products in large-scale energy systems. For RDP objectives to be realized, this tendency needs to be countered, local solutions need to be supported, and a national three-tiered energy policy integration needs to be furthered.

Landscape identity, before and after a forest fire

Abstract Our identity is tied to where we are and how we engage with the landscapes in which we find ourselves. But what happens if the landscape which we use for our everyday life is drastically altered by a catastrophic upheaval, for example, when forest fires ravage the landscape? In this paper, interviews with individuals affected by the largest forest fire in modern Swedish history are used to exemplify our conceptualisation of how landscape identity is impacted by dramatic change. We address the phases of stability, change and progression in relation to the case. Finally, we propose that landscape identity can be utilised as a central concept for engaging with the social aspects of the impact of forest fires.
