‘Legitimation’ and ‘development of positive externalities’: two key processes in the formation phase of technological innovation systems

Responding to the climate change challenge requires a massive development and diffusion of carbon neutral technologies and, thus, emergence and growth of new socio-technical systems. This paper contributes to an improved understanding of the formative phase of new technological innovation systems (TIS) by outlining a framework for analysing TIS dynamics in terms of structural growth and key innovation-related processes (“functions”) and by discussing two of these functions at some depth: “legitimation” and “development of positive externalities”. Empirical examples are provided from case studies on renewable energy technologies. We highlight the problematic role of technology assessment studies in shaping legitimacy and the importance of early market formation for the emergence of “packs of entrepreneurs” that may contribute to legitimation, and discuss how exploitation of overlaps between different TISs may create positive externalities, opening up for a powerful “bottom-up” process of system growth. Associated policy and management challenges are identified.

Do technology strategies matter? A comparison of two electrical engineering corporations, 1988-1998

In order to reap competitive advantage from innovation, a firms technology activities should square with its technology strategy – but how do technology strategies relate to activities and financial performance in relevant business areas? This paper investigates this question by means of a comparison between two leading firms in the electrical engineering industry: ABB and General Electric. We show that substantial performance differences between these companies in the power generation field are related to differences in their espoused technology strategies (as indicated by statements in annual reports) and technology activities (as indicated by patenting) and the degree of alignment between these.

Self-reinforcing mechanisms in a multi-technology industry: : Understanding sustained technological variety in a context of path dependency

Abstract This paper studies self-reinforcing mechanisms in multi-technology industries, i.e. industries in which technological lock-in does not occur and several technologies continue to coexist. The purpose of this paper is to investigate what kind of self-reinforcing mechanisms can be present in such industries and explain how multiple paths can coexist and interact in a context of self-reinforcement and, ultimately, path dependency. Building on the empirical example of the lighting industry, the paper shows that all previously recognized types of self-reinforcing mechanisms can be present in a multi-technology industry. However, in addition to the path-internal positive feedbacks and cross-path negative externalities identified in single-path settings, multi-technology industries also experience positive cross-path externalities that create a symbiotic relationship between alternatives and allow for the reproduction of the same development pattern across technologies. Due to the existence of such non-negative technology interactions, multi-technology industries can be path dependent while still retaining technological variety.

Technological learning is a key driver behind the improvement of energy technologies and subsequent reduction of production costs. Understanding how and why production costs for energy technologies decline, and whether they will continue to do so in the future, is of crucial importance for policy makers, industrial stakeholders and scientists alike. This timely and informative book therefore provides a comprehensive review of technological development and cost reductions for renewable energy, clean fossil fuel and energy-efficient demand-side technologies. It responds to the need for a quality-controlled data set of experience curves, including assessment of measurement methodology, technological knowledge and associated cost. The expert contributors present a thorough overview and discussion of the pitfalls of applying the experience curve approach, including aspects such as geographical system boundaries, whether the slope of the experience curves is constant or not, statistical error and sensitivity analysis of experience curves, and whether the experience curve approach can be utilized to quantify improvements in energy efficiency. A clear set of recommendations for the use of the experience curve approach is also prescribed. Providing a significant contribution to the current literature on energy and climate models, scenario analysis, and methodological lessons on experience curves, this book will strongly appeal to academics and students in the areas focusing on energy and public sector economics.
